Work Schedule Summary
M-F, 8am-5pm, depending on departmental needs. Hybrid work schedule available with some in office work.
This position has the ability to telework remotely for a portion of each week. An employee hired into this role will be responsible for providing space, printing, networking and/or internet capabilities at the telecommute location and agree to the terms of the University of Utah campus Telecommuting Agreement while working remotely.

Procures equipment, supplies and services for assigned area and in accordance with University guidelines as well as state and federal procurement laws. Reviews requisitions and bid specifications and negotiates purchase agreements or supply contracts. Determines supplier sources, product needs and availability.
Independently reviews, coordinates and determines course of action for high level, complex Requests for Proposals (RFP), Invitation for Bids (IFB), Requests for Quotes (RFQ) and other bidding for the procurement of goods or services. Interprets procurement policies and laws to ensure actions are in accordance with University policies and the State of Utah State Procurement Code.
Responsibilities
1. Determines appropriate bid procedures (RFP, RFQ, and IFB).
2. Negotiates and determines appropriate course of action for contracts, RFQs, RFPs, IFBs and complex solicitations.
3. Prepares procurement solicitations for formal advertising that include terms and conditions, scope of work, insurance, requirements and compliance with state and federal regulations.
4. Conducts bid openings; evaluates bids and proposals.
5. Works with commodities as assigned.
6. Acts as liaison between vendors and departments and advises departments on cost effective alternatives.
7. Promotes the use of small and disadvantaged vendors.
8. Other duties as assigned.

Minimum Qualifications
Bachelor’s degree in Business, Accounting, related field or equivalency (one year of education can be substituted for two years of related work experience), plus four years of direct purchasing experience required. Proven ability to analyze information and draw conclusions by applying cost analysis techniques and successfully negotiate with others required. Demonstrated human relations and effective communications skills also required.
The completion of the Professional in Supply Management (CPSM) or Certified Professional Public Buyer (CPPB) certification or equivalency or working toward its completion is desired and may be required in some areas.

Preferences
Bachelor’s degree in Business Administration, Accounting, Finance or Supply Chain Management, or other related fields of study.
Prior public contracting and procurement experience is preferred.
The completion of the Professional in Supply Management (CPSM) or Certified Professional Public Buyer (CPPB) certification or equivalency or working toward its completion is desired.
