The Office of International Affairs has an opening for a Full-time University Staff (unclassified) Senior Business Services Specialist.

Nature of Work

The Business Services Specialist provides administrative and financial support to the Office of International Affairs (OIA). This position serves in a multifaceted role and will provide professional oversight of human resources, procurement, logistical support, budgetary tracking, reporting, and overall administrative management. The Business Services Specialist exercises initiative and must understand the complex personnel system of the university and follow appropriate policies and procedures for faculty, professional staff, temporary staff, and other personnel. This position also serves as the liaison to the faculty and staff working in the International College of Beijing (ICB) and officials in the College of Liberal Arts & Sciences (CLAS) and is responsible for providing logistical support to faculty and staff traveling to Beijing. In conjunction with the Business Operations and Budget Analyst, the Business Services Specialist oversees the financial aspects of Global Education, including all budget processes and reconciliation. 

Examples of Work Performed

International College of Beijing :

  • Work with faculty, administrators at CU Denver, administrators at China Agricultural University, and occasionally travel agents to manage the process to obtain the appropriate visas in China for faculty.
  • Manage travel logistical support for all short-term and long-term faculty to include:
    • Purchase and change airfare with state-appointed travel agent.
    • Arrange for airport pickup with local staff in Beijing.
    • Process reimbursement of travel expenses.
  • Update faculty with ICB faulty handbook and renew contract based on CLAS teaching arrangement.

Human Resources:

  • Coordinate budget funding for personnel changes and recruitments for OIA.
  • Assist with screening applicants for minimum qualifications.
  • Hire employees into the CU System by ensuring receipt of all necessary documents. Coordinate as necessary with Central HR, Employee Services, and International Tax.
  • Perform salary distribution, to include additional pay processes and pay for contract work.
  • Maintain all departmental employees’ personnel records, i.e., leave requests, time records, hiring records, moving expenses, scope of work, contract hiring, promotions, separations.etc.
  • Coordinate all security access for facilities, financial and human resources systems for the unit.
  • Represent the unit at campus-wide and systems meetings. Serve on committees as requested.
  • Provide support regarding performance management, career progression, and succession planning.  

Procurement/Finance:

  • Utilize procurement rules, including those that govern domestic and international travel.
  • Oversee new purchases of capital equipment and manage existing inventory.
  • Ensure OIA staff and study abroad faculty receive information about and implement university, federal, and state policies regarding procurement (purchasing and travel cards, expense reimbursement) in the study abroad context.
  • Review procurement functions including purchase orders, travel/reimbursement expense reports, and payment vouchers in accordance with University policies.
  • Work with the Financial Services Team for purchasing, Purchase Orders and Accounts Payable to ensure compliance with University rules and policies.
  • Assist the OIA Business Administration Specialist with OIA speed types reconciliation and fiscal year-end closing processes.

Study Abroad/Global Education:

  • Collaborate with OIA Finance & Accounting Program Manager and the Office of Global Education (OGE) staff on the fiscal aspects of a portfolio of global education programs - from budget development with the faculty leading the program, to coordination with academic unit financial decision-makers, through approval, to final reconciliation of the program.
  • Work with faculty to hire honorarium employees, guest lecturers, and/or assistants as needed and pay them appropriately.
  • Arrange new vendor submission, AP, and reservations with foreign and US vendors, including independent contractors, with a Scope of Work.
  • Verify global education program charges are entered under the correct speed type.
  • Process procurement requests, travel arrangements (domestic & international), and reimbursements for providers and non-employees.

Minimum Qualifications:

  • A bachelor’s degree in any discipline from an accredited college or university.
    • Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.
  • 2 years of professional experience in business administration, finance, HR, or a directly related field.

Preferred Qualifications:

  • 3 years of professional experience in business administration, finance, HR, or a directly related field.
  • Mandarin speaking - Intermediate level

Salary and Benefits:

The hiring range (or salary range ) for this position has been established at $62,978 - $69,608 and is commensurate with skills and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range ) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.
