Purpose of the Position:

Under the direction of the Dean of Business Services, the Senior Budget and Program Analyst, is responsible for performing research and analysis in support of the development of the College annual operating budget; is responsible for labor costing for current and future bargaining agreements for represented and non-represented positions; analysis and cost modeling of service configurations; conducts financial assessments of all fees and rates; serves the internal client groups by communicating changes in finance processes, procedures and policies; supports the Business Office team by providing training and guidance to departments on budget preparation and financial management during the fiscal year. 

General Duties: 

  • Provide financial and program analysis throughout the development of the college annual budget development and on an ad hoc basis during the fiscal year. Identifies financial impacts of business decisions; prepares alternatives analysis for program and service delivery models; and provides analysis of program service delivery models. This analysis will include models and alternatives to assess the financial profitability of academic programs in advance of budget policy guidance given by the College Executive team.

  • Works with the Dean of Business Services and leadership in the Human Resources to cost collective bargaining agreements for bargained labor units with options prior to adoption of new bargaining agreements. Costing includes benefits and labor modeling for existing contracts and future impact analysis in advance of bargaining sessions. Analysis and impact of alternatives or decision points is presented to the executive team at the college; includes analysis of impacts of sabbaticals, full-time faculty openings, professional development allocations for all
     CCC staff. Analysis and recommendations are prepared for executive team review and action, in addition to supporting HR in the collective bargaining process.
  • Works with the Dean of Business Services and leadership in the Human Resources department to cost non-represented positions. Costing includes benefits and labor modeling, including the faculty-to-staff ratios and other applicable administrative-to-staff costing.
  • Assist the Business Office Director and Dean with financial monitoring, analysis, and projections of key revenues and expenses during the fiscal year. The position will research and compile data from a variety of sources; identify historical trends and irregularities; assemble, analyze, and interpret data; determine analytical techniques and data-gathering processes. 
  • Supports additional work groups in the Business Office with the review and analysis to ensure proper functioning and accountability of financial records and system such as reimbursement for the financial aid program; financial aid accounting and reporting of information to the applicable governmental agencies, audit/maintain positions, position numbers, budget activities, salaries, fringes, etc., ensuring conformity with budget guidelines and limits.
  • Connect performance indicators and service area assessment data to programs as part of monitoring and evaluating performance measures and outcomes. 
  • Assist Dean of Business Services in the development of communication and presentation materials for Finance Council, College Executive team and the Board of Educators.
  • Prepare and present reports, observations, findings, conclusions, and recommendations to college leadership. 
  • Model cost allocation projects and scenarios; including fee studies and the indirect rates for grant recovery.

Knowledge, Skills, and Abilities:

  • Knowledge of principles, practices, and methods of public administration, public sector budget development, public sector financial management, financial analysis and forecasting, statistical and econometric modeling and analysis, systems of performance management and program evaluation. 
  • Knowledge of principles, tools, and techniques for financial analysis, performance management, and sound business communication. 
  • Exercises sound professional working relationships with sensitive and confidential data sets. 
  • Knowledge of or ability to learn Applicable Federal, State, and local laws, rules, and regulations (such as Oregon Local Budget Law) and ability to be compliant with college administrative rules and fiscal policies;
  • Ability to analyze and identify financial, budgetary, operational, and organizational problems and issues; evaluate alternatives; and reach sound, logical, fact-based conclusions and recommendations. 
  • Ability to exercise critical analytical skills, judgment, and discretion in applying principles, concepts, and practices related to college budget development, financial management, and public administration. 
  • Ability to collect, evaluate, and interpret data in statistical and narrative forms; ability to use quantitative and qualitative analysis, tools, modeling, and reviews. 
  • Ability to communicate effectively, clearly, logically, and persuasively, both verbally and in writing; prepare clear, concise, and comprehensive financial and program review reports, correspondence, and other documents involving technical, budgetary, and financial data; communicate complex analytical topics to non-financial audiences. 
  • Ability to exercise independent judgment, problem-solve, and take initiative within established procedures and guidelines. 
  • Ability to establish and maintain effective working relationships within the college, representatives of other governmental agencies, the public, and others encountered in the course of work. 

Essential Job Functions:

  • Collective Bargaining & Financial Position Costing (50% of time)
  • Costing benefits and labor modeling for existing contracts and future impact analysis in advance of bargaining sessions. Provide cost analysis during development of the annual college budget.
  • Analysis and impact of alternatives or decision points is presented to the executive team at the college; includes analysis of impacts of sabbaticals, full-time faculty openings, professional development allocations for all CCC staff. Costing includes benefits and labor modeling, including the faculty-to-staff rations and other applicable administrative-to-staff costing. 
  • Analysis and recommendations prepared for executive team review and action, in addition to supporting HR in the collective bargaining process.
  • Financial & Program Analysis and Projections (35%)
  • Identifies financial impacts of business decisions; prepares alternative analysis for program and service delivery models; and provides analysis of program service delivery models. This will include the datasets utilized in labor costing during bargaining agreements.
  • This analysis will include models and alternatives to assess the financial profitability of academic programs in advance of budget policy guidance given by the College Executive team.
  • Uses existing software systems at the college, and will assume future report development and training of budgetary tools for departments outside of the Business Office.
  • The position will research and compile data from a variety of sources of financial and program data available at the College.
  • The data analysis should at a minimum identify historical trends and irregularities and provide options for consideration of leadership council.
  • Assemble, analyze, and interpret data; determine analytical techniques and data-gathering processes. The findings may present as monthly or quarterly reports, dashboards, or other analytical tools depending on the data set and desired audience.
  • Financial Records & System Accountability (15% of time)
  • This is the connection of financial inputs to programmatic evaluation during the year in areas that may include reimbursement for financial aid program; financial aid accounting and reporting of information to the applicable governmental agencies, audit/maintain positions, position numbers, budget activities, salaries, fringes, etc., ensuring conformity with budget guidelines and limits.
  • Works with departments on the management or corrective actions in their financial structure.
  • Evaluates impact of adherence to financial policies of the college – goal is to support transparency of the use of taxpayer resources. Findings are presented to Financial Council and other external partners. 

  • Qualifications

    Required Qualifications:

    • Bachelor’s degree in Public Policy, Data analytics,  Finance, Business Administration or a related field; and
    • 4-6 years of progressively professional-level experience required to independently carry out responsibilities of the position.

    Preferred Qualifications:


    • Masters’ degree in Public Policy or Public Finance.

    Working Conditions:

    The position requires minimal (20-40%) ability to use dexterity and fine motor skills. Frequent (51-80% of the time) use of office equipment.

    The position requires minimal (5-20%) physical effort such as lifting, carrying, or movement, etc.  Movements required to complete work are not difficult, and only require some degree of agility and hand eye coordination.

    The work environment is well protected, with virtually no hazards or obstacles (0-5%).  There is very little element of personal risk or hazard. 

    Job conditions are usually stable, with virtually no (0-5%) issues of confinement, temperature change, incident of noise, or interactions of a disagreeable nature, inside/outside work, dirty conditions, exposure to contagious disease, etc.


    Supervisory Responsibilities:

    Supervision of others is not a typical function assigned to this position. However, this position will assign work to, provide training and orientation to, and monitor the tasks/projects of part-time employees and/or student workers.

     
    Supervision Received:

    Works under the general supervision of the Dean of Business Services. General guidelines and standard operating procedures, state and federal rules/regulations, union contracts, and established College policies dictate actions.

    Terms of Employment:

    • This is a full-time position that will work primarily in-person, with the potential to work a hybrid schedule 3-days in person and 2-days remote based on staffing needs.
    • Requires flexible work schedule to meet department needs, which may include evenings and/or weekends.
