Department Description
Department Purpose
The Plant Sciences Department Business Unit has an annual estimated operating budget for teaching, research and outreach of $40+ million, composed of state funds, extramural funds, endowments and sales income. This is a large complex department with 70 faculty and over 500 staff (representing 332 FTE) stationed on the Davis campus and at several off-campus locations throughout the state.
Departmental missions include undergraduate and graduate teaching, research and outreach, including Cooperative Extension, in agricultural plant biology, crop and ecosystems sciences and horticultural sciences. Department faculties are housed in eight buildings on central campus and at various eld stations. Provide service to over 40 greenhouses/head houses, and numerous other special facilities used in teaching, research and outreach. In addition to regularly scheduled classes, the faculties are responsible for a large number of seminar, internships, and research units each quarter. Approximately 417 undergraduate students FTE are taught annually; there are six undergraduate majors with a total enrollment of 355 students; there are also 137 graduate students.
Job Summary
Under general supervision of Business Oce Manager, responsible for providing contract and grant, and other scal administration for assigned Principal Investigators and programs within the departments supported by Plant Sciences Department for intramural and extramural funds from private, state and federal funding agencies ensuring compliance with university and granting agency requirements. Provide nancial management and data to ensure comprehensive and accurate budget construction. Work with Principal Investigators to understand new proposals, analyze programmatic needs, and make recommendations. Maintain all grants and extramural records and documentation. Identify, research, and resolve problems. Reconcile ledgers, monitor accounts and prepare for scal closing of accounts at year-end. Collect, analyze, and summarize nancial information for special reports. Work as part of a team-directed work group in Plant Sciences, and support other Plant Sciences account managers, as required. In collaboration with the advising lead develop and manage the budget for Department TA allocations and departmental GSR fellowships.

    QUALIFICATIONS
    Required:
    Minimum Education/Experience
  • Experience with federal and private compliance regulations governing grant budgeting, nancial reporting, cost-sharing standards, cost allocation, cost-share and effort reporting and policies regarding use of grant funds.
  • Experience controlling complex budgets, accounting and personnel functions including detailed budget preparation, contract and grant budget proposals, purchasing, payroll, ledger reconciliation, and scal close.
  • Experience and knowledge of payroll, title codes, composite benet rates, and appropriate classications for research projects.
  • Experience using mathematical skills to forecast and evaluate PI extramural/intramural funding to ensure sucient funds available for employees within PIs program. Mathematical skills to detail budgets in proposals, including expertise in calculating Total Direct Cost (TDC) versus Total Cost (TC) and to differentiate between object categories (supply versus other).
  • Experience with Microsoft Suite including Word, Excel, Access, and Firefox and Internet Explorer to accomplish work assignments.
  • Knowledge and experience in research administration including review and submission of proposals for contracts and grants, interpret RFP, use resources, review submission guidelines, and prepare and review research agreements.
    Minimum Knowledge, Skills, and Abilities (KSA)
    • Organizational and time management skills to work with changing priorities and demanding workload and to use independent judgment to make logical decisions.

    Preferred:
    Additional Preferred License/Certification
    • Attend and complete Research Administration Certication Series (RACs) or take the RAC testing and pass all courses in lieu of attending the courses. Attend and complete a minimum of 1 writing course, and 1 email etiquette course offered through SDPS.

    Preferred Education/Experience
    • Experience with UCD automated nancial systems (DaFIS, Kuali, DaFIS-DS, OPTRS, PPS, PPS-DS, Banner).

    • Financial analysis experience to analyze and compile nancial data and reports, and assume responsibility for coordination and completion of complex projects.

    • Experience using writing, editing, proofreading skills with usage of appropriate grammar to provide clear, concise and effective budget justications, and writing communications between sub-award partners and other clients.

    • Experience using interpersonal and verbal communication skills to effectively interact with a diverse population and to research, secure, and/or provide information to clarify situations, and resolve problems.

    • Critical thinking and problem- solving experience to analyze complex data and develop meaningful solutions to specific problems.

    Preferred Knowledge, Skills, and Abilities (KSA)
    • Account Maintenance-Effort Reporting and Cost-Sharing-PI Interactions-E-Mail Etiquette-Training in new campus programs. Knowledge of GSR funding and appointment.

    • Learn and adhere to general principles for the AAIV position. Activities/tasks/actions to be performed independently:-Proposal Preparation- Account Maintenance-Effort Reporting and Cost-Sharing-PI Interactions-E-Mail Etiquette-Training in new campus programs. Knowledge of GSR funding and appointment.

    • Knowledge of purchasing rules/regulations, purchasing credit card, and travel guidelines and policy.

    • Mathematical skills to convert percentages for calendar FTE, use correct rates for composite benefits, salary projections, etc.
