Job Summary

The Research Financial Administrator plays a pivotal role in supporting faculty members and principal investigators (PIs) with complex proposal budgets, post-award financial administration, and compliance matters related to research grants and contracts. This position involves coordinating proposal submissions, providing guidance on research administration regulations, administering subcontracts, managing fiscal budget controls, and ensuring compliance with agency requirements.

Job Duties:

  • Prepares complex proposal budgets and support documents in accordance with proposal guidelines.
  • Coordinates proposal submissions and provides guidance on compliance regulations to PIs and department administrators.
  • Administers subcontracts and collaborates with project investigators from collaborating institutions.
  • Acts as the faculty's single point of contact for research financial issues, providing high-quality post-award administration services.
  • Organizes, plans, and monitors fiscal budget control of contracts, grants, gifts, endowments, and privately funded projects for faculty research programs.
  • Independently gathers information for financial analysis, clarifies agency financial reporting policies, and collects required financial data for NIH agencies.
  • Recommends budget adjustments to ensure compliance with agency terms and conditions.
  • Ensures funds are spent according to grantor/sponsor terms and university policies, and supports timely invoicing of grantors.
  • Manages grant personnel effort distributions and budgets, including rebudgeting strategies.
  • Works closely with Research Management Services and Government and Business Contract offices to establish subcontracts and consultant agreements.
  • Maintains accurate financial projections and alerts faculty about carry forward limits and potential overdrafts.
  • Provides post-award financial administration and management for research funds, including budget allocations, ledger account maintenance, and journal entries.
  • Coordinates with HR staff on salaries and effort reporting, prepares payroll expense transfers, and provides monthly award projection reports to PIs.
  • Prepares accurate and timely no-cost extensions and coordinates with fiscal assistants and CGA on award activity for financial reports and closeouts.
  • Assists in supporting audits by gathering data and ensuring compliance with established protocols and procedures.

The hourly compensation range for this role is 

$32.08 - 68.86

. An offer will take into consideration the experience of the final candidate, position requirements, AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description

UCSF's Temporary Employment Program (TEP) recruits and hires temporary employees for immediate clerical and technical support services to UCSF Departments and various off-campus locations. UCSF departments deploy temporary employees to work on special projects, fill in for regular employees who are on vacation or leave, or to temporarily fill a vacant position during recruitment. Frequently temporary employees become successful candidates for career and limited appointment positions.


Required Qualifications

  •  
  • Bachelor's degree in related area and 3+ years of related experience / or equivalent
    experience / training. 
  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Thorough knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
  • Ability to manage significant volume of transactions.
  • Ability to perform complex financial analysis and customized reporting.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reports.
  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
  • Maintains current knowledge of compliance regulations in all areas of research administration.
  • Demonstrated knowledge of generally accepted accounting, fiscal, and reporting principles.
  • Demonstrated knowledge of effective grant funding processes, procedures, and techniques.
  • Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences while ensuring adherence to funding sponsor's guidelines.
  • Strong organization and communication skills.
  • Working knowledge of NIH requirements, forms, reports, and processes.

Preferred Qualifications

  • Knowledge of UCSF HR administration guidelines and process for Academic and staff positions, including payroll and one-time compensation.
  • Working knowledge of UCSF research administration, including systems and tools and processes (MyReports, UCPath, UPlan, RAS, CACTAS, eProposal, PeopleSoft Financials, Award Verification, GL Verification).
