Summary

Plans, supervises, and participates in providing public information and access, proactive security, intervention, and law enforcement duties, ensuring a safe environment for students, staff, and the public while on campus properties. Assigns and trains others as directed by the appropriate manager. Assists in the supervision of and serves as a resource to officers, front office staff, student assistants, parking enforcement, and dispatchers. Provides customer service and instructional support, and facilitates communications, among evening patrons and others including, but not limited to, instructors, students, and classified staff.


Distinguishing Career Features

The Public Safety and Evening Operations Supervisor is a leadership position and requires the ability to supervise Public Safety Representatives and support staff and to facilitate work assignments and priorities of individuals and teams of officers, as well as providing support and supervision for evening operations.


Essential Duties and Responsibilities

Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:


  • Supervises and participates, as assigned, as a member of a multi-skilled team for maximizing the safety of staff, students, and visitors including evening swap meet operations and other events conducted on college properties. Reviews and approves reports and activity logs submitted by public safety officers.
  • Ensures that Public Service personnel uphold high standards of behavior, safety, judgment, sensitivity to the cultural diversity of the college community and comply with laws, regulations, and administrative policies and procedures.
  • Prioritizes and issues special instructions, orders, and assignments and participates in the work for the assigned shift.
  • Oversees and personally patrols designated campus buildings, grounds, and parking areas of the college to preserve law and order. Serves as a mentor to other representatives.
  • Serves as a primary point of contact to enhance day-to-day public relations with students, staff, and the public in a way that establishes and maintains rapport with the campus community.
  • Supervises all officers assigned to weekend Swap Meet operations. Responds to medical emergencies and other critical incidents to ensure proper assistance is rendered and incident is fully documented. Serves as direct contact with Swap Meet manager on vendor issues.
  • Arranges all public safety officer staffing for weekend shifts. Creates, maintains, and posts weekend Swap Meet schedules to ensure safety and security standards.
  • Assists the Public Safety Director with Emergency Preparedness. Support implementation plans to manage security operations and address natural and man-made emergency situations at the Colleges. 
  • Coordinates emergency procedures training for College employees; implements hands-on drills and exercises to prepare for and assess the College’s readiness to respond to safety, security, and crisis situations. 
  • Develops proactive programs that anticipate and intervene in potential and actual incidents where staff, students and/or property may be at risk of harm or damaged. 
  • Implements proactive programs and routines to protect property and facilities. Performs periodic quality checks of representatives’ performance in providing for safety and security. 
  • Responds to complaints and hazardous situations. Conducts investigations of reported injuries and accidents. 
  • Responds to incidents placing students, staff, and the general public at risk or harm. Interviews victims, complainants, witnesses, and suspects. 
  • Arranges and assigns security at college functions. Communicates schedules for opening and closing of buildings, rooms, and classrooms for meetings. Oversees directing of traffic, control of parking, and safe movement of vehicles in parking areas.
  • Detects and reports fire hazards. Responds to fire and burglar alarms. Summons fire department personnel as needed. Directs traffic at fire, special events, and other congested situations. 
  • Contacts and cooperates with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses. 
  • Ensures proper functioning of equipment. Notifies designated personnel regarding impaired equipment and malfunctions. 
  • Answers questions from students, staff, and the public concerning local and state laws, procedures, and activities of the department. Provides information and responds to questions from students, staff, and the public. 
  • Participates in and may facilitate various task force groups comprised of college and other community service agencies such as, but not limited to emergency preparedness, gang intervention, etc. 
  • Maintains up-to-date knowledge and skills related to the duties and responsibilities. 
  • Serves as the designee in charge of public safety in the absence of the Director of Public Safety.
  • Provides customer service and instructional support, and facilitates communications, among evening patrons and others including, but not limited to instructors, students, and classified staff.
  • Receives evening and weekend requests for custodial and maintenance needs and initiates work orders, as appropriate.
  • Performs other related duties as assigned that support the objective of the position.
  • Required to abide by all District policies and procedures including Board Policy 3050 – Code of Professional Ethics.


  • Qualifications and Physical Demands


    Knowledge and Skills 

  • The position requires considerable knowledge of the methods and practices and procedures of effective law enforcement including those used in patrol, crime prevention, traffic control, investigation, and identification. 
  • Requires in-depth knowledge of the pertinent federal, state, local and District laws and ordinances including applicable sections of the California Penal Code, State Education Code, Motor Vehicle Code, Health and Safety Code Business and Professional, and laws related to the area of responsibility. 
  • Requires a thorough procedural understanding of criminal law and criminal procedures with particular reference to the apprehension, arrest and custody of persons committing misdemeanors and felonies, including rules of evidence pertaining to the seizure and preservation of evidence. 
  • Requires a working knowledge and skill at conducting investigations. 
  • Requires understanding of and skill at applying advanced interviewing techniques, vehicle operations and safe driving practices, standard broadcasting procedures using a police radio system, and crowd, vehicle and pedestrian control. 
  • Requires sufficient math skills to record distances, numbers, and times. 
  • Requires sufficient writing skills to prepare incident reports. 
  • Requires sufficient human relations skills to resolve conflicts and confrontations, affect behavior of others, facilitate small group processes, supervise the work of others, and convey a positive image.

  • Requires the ability to perform all of the essential duties and functions of the position. 
  • Must be able to utilize all of the tools and equipment of the position in a safe and responsible manner.
  • Must be able to analyze situations quickly and objectively and determine and take effective action. 
  • Must be able to use appropriate defense measures to protect self or others in adverse situations. 
  • Requires the ability to meet standards of physical stature, endurance, and agility established for the job. 
  • Must be able to maintain two-way radio communication with local police authorities, District central dispatch, and administrators. 
  • Requires the ability to administer first aid in emergency situations. 
  • Requires the ability to develop and implement programs, make and review work assignments, assign and conduct training of Officers. 
  • Requires the ability to supervise paid and volunteer staff as well as those working venues on the campus. 
  • Requires the ability to communicate effectively with students in a multi-ethnic setting and to interact both formally and informally with District staff, outside agency personnel and the general public. 
  • Requires the ability to maintain productive and cooperative working relationships.

  • Physical Abilities 
  • The general physical demands, working conditions, and essential job functions associated with this classification will be kept on file with the Office of Human Resources.

  • Minimum Qualifications: Education, Experience, D.E.I.A  
    This position requires an Associate’s degree or equivalent, and 5 years of demonstrated leadership in law enforcement or a public/private/military safety department. Or, any combination of education and experience which would provide the required equivalent qualifications for the position.

    Demonstrated evidence of responsiveness to and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic, and cultural diversity within the community college student population, including students with different ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom and campus.


    Licenses and Certificates 
    Requires a valid California driver license. Requires current First Aid and CPR cards. 
    Working Conditions
    Work is performed indoors and outdoors where safety and health considerations exist from temperature extremes, physical effort, and dangerous incidents.
    Preferred Qualifications
    Possession of a P.O.S.T. Certificate.
    Possession of a P.O.S.T. Supervisory/ Management Certificate.


    Conditions of Employment

    This is a full-time, 40 hour per week, 12-months per year classified management position. The normal hours of work are Saturday and Sunday 7am - 6pm, and Monday and Tuesday from 2pm to 12am through, with some flexibility in order to meet the needs of the department. Please note that these hours are subject to change. The anticipated start date for this position is between mid July to early August. The effective date of employment will be arranged with the supervisor.
