Job Summary
Under minimal supervision, responsible for planning, organizing, directing of laboratory operations and staffing. This including (but not limited to) specimen maintenance, data collection, process management, standard operating procedure development and adherence, and outcomes monitoring. Acts as a catalyst between the department and staff to ensure continuity and quality of service and care.

Responsibilities
Essential Functions
1. Manages daily workflow of the CTO laboratories. Ensure coverage is adequate for daily schedule, provide coverage for short notice absences, arranges for after-hours coverage and cross coverage between lab teams, and assign additional tasks as needed. Ensure staffs work load is balanced so they can complete the requirements of their job.
2. Provides guidance, instruction, and direction for the laboratory staff. Work closely with team members to provide effective solutions to issues they encounter.
3. Responsible for training staff and ensuring annual competencies have been completed.
4. Ensures all lab personnel are adhering to all applicable CTO, HCI and University of Utah policies, procedures and work practice documents.
5. Assists with the implementation and oversight of projects, program development and process improvement.
6. Develop, implement and enforce Standard Operating Procedures (SOPs) and Work Practice Documents (WPDs)
7. Create laboratory operation manuals, specimen guides and sample tracking plans per trial.
8. Assists with staff performance review, disciplinary actions, and promotions.
9. Assist with the selection and hiring of new staff.
10. Promote compliance within the team and encourage team members to strive for compliance with the HCI and CTO established policies and procedures.
11. Approve time cards and ensures staff is reporting time and effort in a correct and timely manner.
12. Acts as a catalyst between CTO Specimen Processing Team and Clinic Staff, CTO staff, and central labs to ensure continuity and quality of service and care.
13. Oversees laboratory safety and ensures that the laboratories and staff remains in compliance with all local, state and federal regulations.
14. Update and maintain the Lab Safety Plan/Manual and ensure all new BSL2 agents are added to the BioRaft.
15. Ensure all lab equipment is maintained, calibrated and fixed as needed.
16. Complete monthly lab metrics and statistics.
Problem Solving
The incumbent is responsible to coordinate research while working with all levels and variety of staff internally and externally to the University. Often selects from a predetermined list of alternatives and sometimes recommends or changes policy and procedure based upon amount of discretion given by department. Problems would be referred to superior based upon predetermined guidelines set by the department.

Minimum Qualifications
Requires a Bachelor’s degree in a related area of assignment or equivalency (one year of education can be substituted for two years of related work experience) and 4 – 6 years of progressively more responsible management experience. Background knowledge of assigned department’s area of specialization in order to analyze, plan and draw conclusions for recommendations to superiors. Demonstrated leadership skills in planning and directing employees and processes in order to effectively monitor and develop subordinates and to ensure the smooth operation of department. Completion of provided supervisory training within one year of employment may be required.
Master’s degree in a related area may be preferred.
This position is patient-sensitive and must fulfill all associated requirements. · Proficiency using Excel, Word, Access, Power Point, and Outlook, and Internet applications
· Working knowledge of database use and organization.
