Job Summary

Under the general direction of the Executive Director of Finance – Health Capital Program, the Project Specialist (Administrative Officer is primarily responsible for providing timely and accurate financial audit, analysis, reconciliation, and reporting on Health Design & Construction Non-Capital Projects. The incumbent works closely with the Manager of Small Projects to endure the objectives and goals of Health Design & Construction are met. This could include creating project and timesheet work-orders, processing invoices for payment, reconciling project expenses and reviewing data to support diverse procurement goals/initiatives.  The incumbent is charged with providing direct support advice, and project financial reporting to Project Managers to allow them to manage non-capital projects of varying value ($5K - $300K); these are lower dollar but high-volume projects. The incumbent ensures that expenses are correctly reflected in the General Ledger, Unifier, and FMTrack (if needed). The incumbent will track recharges from Campus, IT and Facilities for accuracy and appropriateness. The incumbent will oversee the project close-out process, ensuring that all approved expenses are captured, and that any pending litigation or claim activity is accounted for in the financial close-out.

Key Responsibilities:

  • Support Project Managers in preparing funding documents for non-capital projects based on requests from Service Now.
  • Create work-orders to track monthly project expenses, including timesheets, recharges, and contracts.
  • Confirm project funding chart-of-accounts, track monthly expenditures, and prepare basic financial reports capturing project budget and expenses.
  • Review and submit invoices for approval against non-capital projects funded by operating budgets, explaining monthly charges to budget/cost center managers if needed.
  • Ensure appropriate internal controls are addressed, maintained, and strengthened to protect University resources.
  • Provide support to Executive Director and Sr. Financial Analyst, including:
    • Compiling audit documentation and Unifier monthly review processes.
    • Gathering and analyzing financial and resource data, preparing reports or analyses of operational activities, and evaluating current and proposed services.
    • Participating in the development and revision of standard operating procedures and guidelines.
    • Conducting trend analyses and developing resulting recommendations.
    • Assessing and recommending changes to maintain compliance with federal and state requirements and internal policies.

The hourly compensation range for this role is 

$29.05 - $53.50

. An offer will take into consideration the experience of the final candidate, position requirements, AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description

UCSF's Temporary Employment Program (TEP) recruits and hires temporary employees for immediate clerical and technical support services to UCSF Departments and various off-campus locations. UCSF departments deploy temporary employees to work on special projects, fill in for regular employees who are on vacation or leave, or to temporarily fill a vacant position during recruitment. Frequently temporary employees become successful candidates for career and limited appointment positions.


Required Qualifications

  • This position requires flexibility to orient and work at all UCSF Medical Center locations.
  • Bachelor's degree in related area and / or equivalent experience / training.
  • 1-3 years of related experience
  • Working Knowledge of finance policies, practices, and systems.
  • Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments.
  • Demonstrated ability to effectively present information verbally and in writing clearly and concisely.
  • Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports.
  • Demonstrated interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail. Demonstrated ability using organizational skills to multi-task in a high volume environment.
  • Ability to adapt to changing priorities.
  • Ability to function as a member of a team.
