Job Summary: Provide project management for full range of new construction, renovation, infrastructure, and building systems upgrades including projects involving electrical lighting, supply and distribution systems, plumbing, mechanical, fiber, civil, structural, and architectural construction.
Works closely with professionals in the commercial construction industry, as well as the public, to ensure safe, structurally sound, and sanitary building construction. Work involves planning, estimating, plan checking, scheduling and field inspections as required ensuring compliance with all applicable codes and laws mandated by county, state and federal governments.

Minimum Qualifications: A bachelors degree in an appropriate area of specialization and four years of appropriate experience; or a high school diploma and eight years of appropriate experience. Appropriate college coursework or vocational/ technical training may substitute at an equivalent rate for the required experience.
Position Qualifications: Specific knowledge of construction principles, practices, procedures, and codes.
Preferred Qualifications Engineering, Architectural or Construction Degree.
Specific commercial construction project experience in project management.
Essential Functions / Job Duties:
  • 50% - Responsible for working with architects, engineers, consultants, construction managers, contractors, and vendors through the phases of planning, design, construction, and the one-year standard warranty. Reviews contract documents, including drawings and specifications, cost estimates, and bids, for accuracy and appropriateness with “Building Design and Construction Standards.” Coordinates contractor and consultant key and parking availability. Evaluates payment requests and change orders and assures that necessary back-up documents are attached prior to recommending approval. Reports construction progress, funds expended, percentage complete, changes to the un-obligated contingency balance online, and issues impacting the schedule during PM meetings. Assure compliance with Standard Operating Procedures (SOP). Develops a quality control checklist, coordination of meetings and construction scheduling. Performs on-site Construction Project Inspections of architectural, mechanical, electrical, civil, structural, and fiber construction. Writes and files Construction Field Reports and effectively documents reports using standard approved format for each inspection completed. Completes a minimum of two inspections per project per week. Attends Project Meetings and assures agendas, minutes, and frequencies are executed per the Department of Facilities Planning and Construction Guidelines. Relates coordination as appropriate with with department to ensure project completion. Maintains project file documentation and archival processes to provide for effective active project tracking, and to allow for future record retrieval and ensure audit review compliance. - (Essential)
  • 30% - Review quality assurance approach for design of schematic, design development, and construction documents.Participates in Facilities in-house Plan Reviews held for each project.Evaluates contractor and consultant proposals and estimates.Develops Scope of Work statements and assembles cost estimates. Writes Scope of Work statements in Department approved format with estimates that detail consultant design (if applicable), construction, permitting, and contingency. - (Essential)
  • 5% - Coordinates submittals and shop drawings; providing facility departments the opportunity to review and comment. The Project Manager will carefully and closely compare the submittal to the contract documents (plans and specifications), discuss conflicts with the consultant to resolve and retain approved shop drawings in an organized file. - (Essential)
  • 5% - Effectively coordinates the invitation and applicable facility departments to join the consultant and contractors during inspection walk through and writing the Punch List. Assures all aspects of the contract documents are fully adhered to prior to approving final payment. One Punch List will be developed by the Consultant Team and completed by the Contractors prior to occupancy. Assures all close out papers and AutoCAD as-built documents are obtained and the files are in a highly organized manner consistent with the departmental procedure, and placed in the Plan Room for easy retrieval in the future. Independently completes contractor(s) and consultant(s) evaluations for each project using approved format within thirty days of final retainage or project work final payment. Conducts routine site, substantial completion, final inspection and eleven- month post occupancy inspection to ensure compliance with contract documents. Coordinates projects with Escambia County Building Inspections Division and State Fire Marshall’s Office as related to in-house and external design consultant plan reviews. - (Essential)
  • 5% - Assists in developing in-house specifications, design and construction documents, and bid packages; along with preparation of Purchase Requisitions, made available to the Facilities Business Manager, and Procurement and Contracts.Reviews and recommends revisions to the “Project Manager’s Manual” to the Director, Planning and Construction.Evaluates and suggests improvements to procedures established by Procurement and Contracts, Facilities, and Facility Administration to improve document flow. - (Essential)
