Position Summary

The New Mexico HPV Prevention Center is a complex center. The Center is supported by industry, state and federal sources. The Program Operations Director serves as the senior administrator for the Center and manages and coordinates all business operations by providing advanced professional and technical leadership and expertise to the Center Director. They oversee all day-to-day administrative and management functions for all facets of the Center, while setting strategic directions, operational policies and procedures, budget development and oversight, management of staff, and pre- and post- award management of accounts which fund the Center. The Program Operations Director works closely with senior leaders throughout UNM as well as federal and state government officials and national and international leaders in the field to promote the strategic goals of the Center.

·         Provides senior level management of all business operations and administration for all facets of the Center. Including but not limited to:

o   Develops and manages annual budgets, performing projections and cost analysis.

o   Ensures compliance with all university, state, and federal laws, policies, and regulations.

o   Manages all HR and staffing for the Center. Evaluates staffing as needed to effectively accomplish the goals and objectives of the Center. Provides training and mentoring to new staff and to increase skillset of existing staff members.

o   Directly supervises a Clinical Trials Operations Manager, Program Manager and part-time Program Coordinators, delegating assignments working with the Center

o   Director to ensure high quality results.

o   Oversees all procurement for the Center and its programs.

·         Provides direction and coordination in the planning, development, and implementation of the Center’s strategic plans in close cooperation with the Center’s Director. Works to develop and implement short and long-range goals and objectives, and policies and procedures. Monitors and evaluates progress and effects changes when required for improvement.

·         Provides comprehensive pre- and post-award management of industry state and federal funding dollars. Provides leadership in planning, development, and implementation of strategies and initiatives to generate additional funding for the Center and its programs.

·         Designs and implements effective communication processes for the Center in collaboration with the Center Director. Develops content and “look and feel” of a Center website and develops and produces marketing and outreach materials.

·         Oversees subcontractors and collaborators to ensure work is completed in a high quality and timely manner.

·         Serves as liaison to UNM Departments, Senior Leadership, federal and state government officials, and national and international leaders in the field to promote the strategic goals of the Center and achieve its mission.

·         Organizes committee meetings of an External Advisory Board and the New Mexico HPV Pap Registry Steering Committee which is comprised of individuals from local, national and international organizations formally oversee the New Mexico Pap Registry.

·         Performs other miscellaneous job-related duties designed to contribute to achievement of the overall mission, goals, and objectives of the Center as assigned.

The University of New Mexico Comprehensive Cancer Center is the Official Cancer Center of New Mexico and the only National Cancer Institute-designated Cancer Center in a 500-mile radius. Its 146 board-certified oncology specialty physicians include cancer surgeons in every specialty (abdominal, thoracic, bone and soft tissue, neurosurgery, genitourinary, gynecology, and head and neck cancers), adult and pediatric hematologists/medical oncologists, gynecologic oncologists, and radiation oncologists. They, along with more than 600 other cancer healthcare professionals (nurses, pharmacists, nutritionists, navigators, psychologists and social workers), provide treatment to 65% of New Mexico’s cancer patients from all across the state and partner with community health systems statewide to provide cancer care closer to home. They treated 13,578 patients in 105,748 ambulatory clinic visits in addition to in-patient hospitalizations at UNM Hospital. A total of 1361 patients participated in cancer clinical trials, including 544 (40%) patients who participated in clinical trials testing new cancer treatments that include tests of novel cancer prevention strategies and cancer genome sequencing. The more than 102 cancer research scientists affiliated with the UNMCCC were awarded $36.2 million in federal and private grants and contracts for cancer research projects. Since 2015, they have published 930 manuscripts, and promoting economic development, they filed 136 new patents and launched 10 new biotechnology start-up companies. Finally, the physicians, scientists and staff have provided education and training experiences to more than 530 high school, undergraduate, graduate, and postdoctoral fellowship students in cancer research and cancer health care delivery. Minimum Qualifications

Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications

·         PhD in a discipline related to the specialization of the Center e.g. public health, epidemiology, virology, molecular biology, molecular diagnostics and minimum of 1 year of management level experience directly related to the job duties and responsibilities.

·         Master's degree and a minimum of 3 years of management level experience directly related to the job duties and responsibilities

·         Ability to analyze and interpret complex financial and operational data and prepare business reports, projections, and recommendations

·         Program planning, development, implementation, and leadership skills. Ability to develop, plan, and implement short-and long-range goals.

·         Experience providing support to faculty in leadership roles and problem solving in a complex academic environment that spans multiple departments and organizations

·         Knowledge of OMB Circulars, particularly related to Cost Principles and allowable vs. unallowable charges on sponsored awards

·         Experience with all phases of grant proposal development including: electronic proposal submission, budget preparation, knowledge of state and federal research compliance regulations, procedures and current issues in sponsored research administration

·         Post-Award Grant Management: effort certifications, analysis of financial reports, budget projections

·         Knowledge of UNM organizational structure, workflow, and operating procedures (i.e. Banner, Hyperion, and UNM purchasing policies/procedures)

·         Expert level knowledge of Microsoft Office Suite (Word, Excel, PowerPoint), Adobe Acrobat Pro, etc? Knowledge of or ability to quickly learn new software/systems such as EndNote, NIH NIHMS

·         Experience with the supervision of personnel including work allocation, training and evaluation of performance.
