Position Summary

The Earth Data Analysis Center (EDAC) at the University of New Mexico (UNM) is currently looking for a full-time Program Manager to join the UNM Traffic Safety Center (UNM TSC), which is a collaboration with the New Mexico Department of Transportation’s Traffic Safety Division. The primary mission of the UNM TSC is to implement programs focusing on Driver Education, Driver Safety Education, Traffic Safety, and Ignition Interlock technologies, all aimed at ensuring the safety of New Mexico's roads. Under indirect supervision, this position will oversee fiscal, operational, administrative, and human resources management of the UNM TSC. This position will also oversee and administer all facets of the day-to-day operations of the programs and activities related to the UNM TSC.

Responsibilities:

1. Manages and oversees the administrative and daily operations of the UNM TSC, ensuring compliance with university, state, and federal policies and regulations.

2. Provides direct supervision to UNM Traffic Safety Center staff, which includes task assignment, training, promotion, enforcement of internal procedures and controls, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance.

3. Provides technical and/or professional coordination and leadership in the execution of day-to-day UNM TSC activities, as appropriate to the objectives of the UNM TSC; oversees the licensing program, monitoring program, rules programs, information technology, instructor training program, and database implementation plan; ensures the timely and effective completion of deliverables as outlined within the contract.

4. Develops or assists with the development and implementation of policies and procedures to ensure efficient operation of the UNM TSC; assists in establishing and implementing short- and long-range goals, objectives, policies, and operating procedures.

5. Oversees the contract for the UNM TSC; monitors budget expenditures; prepares budget revisions; participates in the development of operating budgets and provides fiscal direction to the direct supervisor; assists with proposal writing to seek additional funding.

6. Oversees and/or coordinates the collection, compilation, and analysis of UNM TSC activity data; develops, writes, and presents quarterly and annual UNM TSC reports.

7. Performs miscellaneous job-related duties as assigned.

Conditions of Employment
Minimum Qualifications

High school diploma or GED; at least 6 years of experience 2 of which are management level experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications
  • Minimum of ten years of experience with implementing statewide traffic safety programs, such as driver education, driver safety education, and ignition interlock technologies that help keep New Mexico's roads safe
  • Experience supervising three or more employees
  • Ability to communicate effectively, both orally and in writing
  • Skill in the use of computers, preferable in a PC, Windows-based operating environment
