POSITION SUMMARY:

Under the general guidance of the Laboratory Operations Manager, the Program Manager, Point of Care and Quality Assurance?? is responsible for the overall laboratory system services with regulations and quality standards and guidance including, but not limited to, the federal government and the state Department of Public Health (DPH) compliance requirements associated with the Clinical Laboratory Improvement Act (CLIA) and The Joint Commission (TJC) and College of American Pathologists (when applicable), Clinical Laboratory Standards Institute (CLSI) best practices, Center for Medicare and Medicaid Services (CMS) compliance, Occupational Safety and Health Act (OSHA) standards, and the privacy and confidentiality requirements of the Health Insurance Portability and Accountability Act (HIPAA) with regards to Point of Care Testing (POCT) for DFCI?? Inpatient and Ambulatory sites as well as DFCI regional ??sites and, providing input and support for quality of services.

Responsibilities include ensuring satisfactory development, implementation, documentation, and maintenance of the Laboratory's overall program for areas of responsibility that include POCT and DFCI regional sites. This may also include aspects of quality, competency, education, and safety programs for Point of Care as well as acting in a consultative role for the regional sites, ????????in a wide variety of operational, technical, and administrative duties, working with administrators, medical directors, managers, supervisors, and staff to review laboratory operations and provide internal and external customer service for both across the department and within the organization are performed.

MINIMUM JOB QUALIFICATIONS:
Minimum Education: ??

Associates degree in laboratory sciences (Medical Laboratory Technician , ) required; Bachelor???s degree in laboratory sciences (Medical Technology or Medical Laboratory Sciences ) preferred.

Minimum Experience:

5 ??years of progressively responsible experience in clinical laboratory required. Experience with various aspects of clinical laboratory operations and quality system management required.

License/Certification/Registration:

MLT or MLS ASCP registration preferred.


PRIMARY DUTIES AND RESPONSIBILITIES:

  • Contributes to quality and compliance efforts for aspects of laboratory operations with a variety of regulatory agencies in collaboration with the Laboratory Operations Manager ; participates in regulatory inspections and surveys.
  • Works with the DFCI Laboratory Senior Director of Operations and the DFCI Quality and Laboratory Operations Manager, assists with efficient and effective operational integration with Point of Care Testing Program for DFCI Inpatients as well as DFCI Ambulatory Point of Care Testing sites.
  • Assists Senior Director of Operations with DFCI regional site service operations and assessments; participates in the establishment and review of quality metrics; reviews data in a timely manner, working with laboratory ??site managers to address action items.
  • Works with the appropriate offsite and main campus leaders, which include but not limited to, the DFCI Laboratory Senior Director of Operations, Operations Manager, technical supervisors, quality managers, the supervisor of specimen processing, and the laboratory information system team, acts as a resource to address laboratory service concerns for regional?? sites to review and provide input to maintain and improve service for regional ??patients and providers.
  • Develops quality systems and continuous improvement initiatives in conjunction with the medical directors, administrative director, and technical supervisors for aspects of laboratory services at DFCI regional sites , and the Point of Care Testing program; works with site leaders to develop systems and processes to maintain essential laboratory documentation in accordance with regulatory requirements.
  • Communicates with all regional sites on a regular basis; works at DFCI Inpatient Hospital location as needed to address Point of Care Testing monitoring.
  • Acts as a resource for regulatory compliance with federal, state, and private accrediting agencies.

    • Broad knowledge of clinical laboratory operations.
    • Ability to work well as either a leader or a participant with multidisciplinary projects and teams.
    • Excellent communication skills.
    • Strong process improvement/project management skills.
    • Familiar with Microsoft Office programs including Word, Excel, and Powerpoint.
    • Strong knowledge of laboratory information systems required.
