The Program Evaluation and Research Unit (PERU) is dedicated to conducting high-quality implementation, evaluation, and research work across Pennsylvania and the United States to facilitate each patient or community member's ability to achieve optimal health, well-being, recovery, and choice. Successful candidates will have the ability to work with a multi-disciplinary program team to solve complex problems using the Systems Transformation Framework in the areas of Substance Use Disorder Treatment and Prevention, as well as Injury and Suicide Prevention. Experience working with ethnically and culturally diverse populations is preferred. A commitment to achieving healthcare diversity, equity, and inclusion is a must.



Job Summary

Manages and ensures effective research project completion. Oversees complex and concurring projects and supervises team. Coordinates research operations, answers inquiries, and prepares research reports and materials. Designs and implements an organizational system, quality control procedures, and systems for maximum utilization of project resources. Implements communications plans, obtain applicable regulatory approvals, and ensure adherence to regulations, policies, and procedures.


Essential Functions 

Project Management: Work closely with the Deputy Director to develop and implement strategic plans and make strategic decisions for projects; Assist the recruitment, hiring, retention, professional development, and termination of an implementation team; Develop and sustain stakeholder relationships to recommend policies and procedures for projects; Manage allocated projects in the program portfolio per funding proposal guidelines, statements of work, and evaluation plans; Complete/implement the onboarding checklist for all projects/grants. When directed to, assist in identifying terms and conditions and establish scope of services and performance metrics; Negotiate stakeholder objectives by accurately relaying those specifications to the Deputy Director; Provide content guidance to faculty, staff and stakeholders on the development of study design, data collection processes, and analytic strategies for the program's four domains of research. Business Development/Strategic Planning: Research funding opportunities for continued financial support of programs, support grant/contract development, develop budget plans, and participate in budget preparation; Support the preparation of grant proposals to foundation, state, and federal funding agencies by: (a) supporting grant development, (b) suggesting faculty and staff participants, (c) providing content and stakeholder oversight, (d) assisting in writing the proposal, (e) informing budgets and budget justifications, and (f) communicate to stakeholders on the proposal submittal process. Supervision: Assist and guide the recruitment of appropriate staff to the functional groups and ensure that staff is trained on the skills necessary to contribute within the group; Ensure that performance measurements are being met throughout the implementation; Ensure that the project team has the tools, resources, and knowledge needed to successfully implement the project(s).


Physical Effort 

Mainly sedentary. Some travel to partner sites or the office may be required.
