Job Summary

UCSF’s Facilities Services is seeking a Program Analyst to provide administrative operations seasoned professional who oversees the management, planning, and administration of a small to mid-sized organizational unit with limited scope. This role reports to the Custodial Services Associate Director and provides support and analysis to unit superintendents, assistant superintendents, and staff across multiple campuses, including Mission Bay, Parnassus, UCOP, and Fresno. The Program Analyst collaborates with the Custodial Services Associate Director and superintendents in short- and long-term planning, focusing on process and policy development and improvement. They use sound judgment in selecting methods and techniques to solve operational challenges, aiming to enhance internal efficiency, productivity, and profitability. Additionally, they serve as a support staff member, collaborating with the AVCIO. In addition to these responsibilities, the Program Analyst acts as the liaison for supply chain management within the General Services Unit for both East and West campuses, compiling quarterly reports on supplies and equipment inventory. Their initiatives align with the company’s mission and goals. The Program Analyst also undertakes project management duties within the Custodial Program, Recycling, and Grounds programs. This involves initiating, planning, executing, controlling, and closing projects to achieve specific goals and meet program success criteria within set timeframes. They are accountable for meeting project demands while adhering to program constraints related to scope, time, quality, and budget.

Department Description

The Facilities Services Department (FS) is committed to creating an exceptional campus physical environment to support the research, teaching, health care and community service mission of the University. FS employs over 465 professional staff/contractors and acts as steward for over $95 million in operating funds and $28 million in capital funds annually to achieve its goals in operating, maintaining, and renewing the UCSF campus environment consisting of 9 million GSF of research, clinical, administrative, and auxiliary services space. Located in the Campus Life Services organization, FS is organized into 5 distinct units: (1) Operations & Maintenance, including Custodial Services (380 FTE), (2) Engineering & Utilities (45 FTE), (3) Infrastructure & Renewal Programs (20 FTE), (4) Customer Service & Technology (15 FTE), and (5) the Office of the Assistance Vice Chancellor (7 FTE).

Required Qualifications

  • Bachelor's degree in related area and three to five (3-5) years of related work experience; and / or and equivalent combination of education and experience / training.
  • Three or more year’s work experience in analysis, project work, business operations and administration.
  • Interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.
  • Solid organizational skills and ability to multi-task with demanding timeframes.
  • Ability to use sound judgment in responding to issues and concerns.
  • Ability to work independently and work as part of a team.
  • Ability to successfully manage projects within scope, time, budget and quality
  • Strong computer skills: MS Office (Word, Excel, Power point, Outlook).
  • Solid knowledge of common University-specific computer application programs. Demonstated experience with creating reports and ad hoc reports in Excel. High degree of proficency in Microsoft (Outlook, Word, Excel, Access, and Powerpoint).
  • Ability to handle multiple projects simultaneously and perform work on schedule in a safe and timely manner.
  • Ability to use discretion and maintain confidentiality.
  • Strong skills in short-term planning, analysis, problem-solving, and customer service

Preferred Qualifications

  • Valid California Driver’s License.
  • Facilities and Custodial Services department experience.
  • Experience with UCSF Systems; Bear Buy, MyExpense.
  • Thorough knowledge of financial analysis and reporting techniques, and / or human resources policies and procedures for staff and academic employees.
  • Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.
  • Thorough knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and / or personnel management.
