Principal HCAI/OSHPD Construction Inspector - 127074

In compliance with California Building Code Part 1, section 7-145, the Principal Inspector uses skills and knowledge as an expert, highly experienced inspection professional with full understanding of comprehensive inspection industry practices and policies and procedures, coupled with expert technical knowledge as a Principal HCAI/OSHPD Inspector. Performs the most complex inspections of construction work by contractors, as well as other personnel for new construction, alterations, and repair. Reviews and direct the design development and construction documents, specifications, and bid documents for construction features within specialty area prior to release for bid; and participates in all required inspections, up to and including final inspection and final acceptance procedures. Provides expert advise on project management and to department and campus leadership on specific and most complex inspection issues. Lead the work of specialists, internal and external staff and contractors, in the application of expert judgement and knowledge when selecting methods and techniques for achieving desired results.

Instrumental in developing thorough plan review, packaging and approval strategy with OSHPD, project constructability, phasing and site logistics as it relates to the specific needs of the assigned projects for the health system.

This position is considered a subject matter expert at the location and often recognized as an expert externally in the industry. Positions at this level can only be filled by persons possessing highest level of technical expertise in their respective field, and must quickly become familiar and obtain a detailed working knowledge of specific systems at the location.

• Occasional evenings and weekends may be required.

• Expert knowledge of California Building Codes, Cal OSHA, and the campus, medical center or University Construction Design Standards. Minimum of five years experience as HCAI Lead Inspector of Record on remodels and experience as a lead or assisting inspector of record on large projects in excess of $100M.

• Expert knowledge / skills in providing comprehensive plan review services including the most complex improvement projects as well as code applications for replacement, repairs and upgrades of facilities, with particular emphasis on area of technical expertise.

• Expert ability to review, evaluate, and advise project management on level of project completeness as it applies to application for progress payments submitted by contractors.

• Expert verbal and interpersonal communications skills including skill to work effectively with a variety of constituents.

• Expert organizational and analytical skills, including skill in problem recognition, avoidance and resolution.

• Expert skills in effectively meeting budget and time constraints.

• Skills to use computers and other electronic media to complete project documentation of all inspections, project progress, contractor manpower and equipment accounting and digital photography of the work in progress.

• Expert knowledge of construction practices, technology, and materials in all types of construction (i.e. institutional, medical, commercial, residential, and scientific/technical.

• Advanced knowledge of electrical systems and electrical distribution within the healthcare facilities.

• Advanced knowledge of digital HVAC control systems, digital access control for security systems, closed circuit television monitors/systems, nurse call systems and fire alarm

• Advanced knowledge of construction schedules including milestones and occupancies.

• Skill in writing construction progress and contract compliance reports.

• Demonstrated knowledge and ability to use personal computers and various software applications including but not limited to MS Office, Outlook and Capital Project or Construction Management Software.

• Skill to provide project work oversight of construction and special inspectors.

• FBI/DOJ/DMV background checks and clearances required prior to employment.

• Must have access to reliable transportation.

• Must possess and maintain proof of automobile insurance.

Pay Transparency Act

Annual Full Pay Range: $101,200 - $192,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $48.47 - $92.05

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
