Job Summary:

The Barbara Davis Center (BDC) Research & Business Services Professional serves as the business administrator for the Clinical Epidemiology Division.  The position manages over $5 million annually. Funding includes direct costs for studies from sponsors including NIH, JDRF International, Helmsley Charitable Trust, and industry, as well as dozens of gift, auxiliary, and clinical accounts. Duties include division administration as well as grants and contracts solicitation and administration, grant/agreement preparation, review and negotiation, regulatory compliance, human subject compliance, budget creation, financial management, audit and procurement functions.

Examples of Work Performed:

Pre and Post Award Administration

  • Manage all pre- and post-award activity for the BDC Clinical Epidemiology Division including delegation of responsibilities and adherence to university and sponsor policies and timelines.
  • Administer pertinent university fiscal policies and procedures, and state, federal, OMB Circular A21, and sponsor policies and standards applicable to business management of projects and the unit (personnel, accounting, auditing, etc.).  
  • Prepare budgets for federal, state, industry, university and private sponsors for grants, fellowships and contracts.
  • Assemble, track and route proposal documents through the Office of Grants and Contracts.
  • Maintain a grant budget oversight system that includes both summary and detailed accounting of activities across all funding sources that allows for accurate projections of expenditures.
  • Manage all project financial accounts including monthly review; adherence to all applicable policies and procedures; interpretation and analysis to principal investigators; and ensuring accurate and appropriate financial reporting to sponsors.  

Financial Administration / Business Development

  • Prepare BDC Clinical Epidemiology annual budget in coordination with BDC Director of Finance and Administration and investigators.
  • Responsible for financial management of funds including indirect cost recovery (ICR), gift, clinical, and auxiliary funds.
  • Responsible for training and oversight of purchasing for the unit including commercial Procurement card allocations, purchase orders, travel arrangements and reimbursements for over 40 team members.
  • Responsible for ensuring that project staff are trained in the use of petty cash and/or gift cards used in research study subject payments. Assist internal auditors and maintain university and internal policies for cash control. 

General Administration

  • Train and mentor 1 division assistant and oversee all research support personnel in the implementation of unit activities.
  • Responsible for coordination of 2nd floor resources including facilities maintenance and upgrades, space assignment, capital equipment inventory, Webspace reporting, and applicable printing and telecommunication needs.
  • Develop and maintain systems for research administrative records management and retention, including oversight of off-campus records in long-term storage.
  • Closely collaborate with other BDC administrators and senior study coordinators to maintain the overall integrity of BDC research administration.
  • In collaboration with the BDC Director of Finance and Administration and/or division directors, lead process improvement and organizational development initiatives related to business and research administration.
  • Other duties as required.

Work Location:

This is an on-campus position with potential for hybrid work schedule (1-2 days/week) in the future.

Qualifications:

Minimum Qualifications:

  • A bachelor’s degree in finance, accounting, business, public health, public administration, social/behavioral sciences, physical sciences, healthcare, or a directly related field from an accredited institution.
  • Three years (3) of experience creating budgets and managing sponsored project administrative and financial activities or managing complex finances in a university setting.

A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.

Preferred Qualifications:

  • Minimum 4 years’ experience managing sponsored project administrative and financial activities, preferably in a university research setting.
  • Experience with CU fiscal policies and procedures pertaining to finance, human resources, and grants and contracts.
  • Experience with COGNOS, CONCUR, InfoEd, PeopleSoft Finance and HCM.
  • Progressively responsible financial management experience preferred.

Knowledge, Skills and Abilities:

  • Strong independent judgement and critical thinking skills.
  • Ability to work independently as well as part of a team.
  • Ability to establish work priorities and handle multiple deadlines.
  • Ability to plan, organize, implement and coordinate complex financial and administrative activities.
  • Ability to analyze, interpret, and evaluate a broad range of federal, private and industry rules and regulations and apply them to solving budgetary and financial challenges.
  • Ability to manage multiple funding streams with different requirements and overlapping project years.
  • Ability to communicate effectively with medical, professional, administrative and other personnel, to effectively present information both orally and in written form.
  • Strong organizational skills and attention to detail.
  • Demonstrated proficiency in the use of MS Excel, Word, Outlook, and PowerPoint.
  • Advanced proficiency creating and maintaining data/financial reports using Excel.
  • Demonstrated commitment and leadership ability to advance diversity and inclusion.
  • Ability to handle sensitive and confidential information and documents and maintain strict confidentiality in all human subjects and HR matters.

The starting salary range (or hiring range ) for this position has been established as:

Program Manager Level: $67,864-$86,324

The above salary range (or hiring range ) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting. This position may be eligible for overtime compensation, depending on the level.
