Job Description | The Pulte Institute for Global Development, an integral part of the Keough School of Global Affairs, combines the existing world-class teaching and research faculty of Notre Dame with a dedicated staff of experienced international development professionals, administrators, and researchers in order to address global poverty and inequality through policy, practice, and partnership. The Policy Impact Specialist creates and implements strategies for the Pulte Institute to achieve policy impact through its global poverty research with government policymakers, funding agencies, and frontline global development practitioners. The position will work closely with Pulte Institute researchers and core affiliated faculty to help them move research efforts to policy impact, highlighting both rigorous academic research and global impact of Pulte Institute programs. This will include developing, drafting, editing, and formatting externally grant funded reports and policy-oriented materials for external audiences, in addition to engaging in meetings and events with policymakers across multiple levels to build awareness around Pulte Institute research and maintain strong relationships. Key to this position is the alignment of the Pulte Institute’s overarching strategic research themes and evidence with the landscape of policy influencing opportunities to identify ways to advance Pulte Institute evidence to impact and coordinate closely with the Keough School’s Dean’s office to design and align these strategies. This is a 3.5 year limited-term position. Policy Analysis and Influence Opportunity Mapping: Provides political and contextual analysis and synthesis of donor, policymaker and other key development stakeholder trends both in the U.S. and with our partners globally in Pulte’s priority sectors and areas of research to support the development of policy briefs and communication. Produces briefs, memos and/or literature reviews of policy trends and influence landscape for faculty and institutional leadership. Tracks and apprises Pulte faculty and staff of pertinent legislative or Administration issues, external factors, and policy opportunities that could impact the Pulte policy agenda. Strategy: Works in partnership to create and implement policy impact strategies for the Pulte Institute to connect global development research and evidence to achieve policy impact with U.S. government and global policymakers, federal agencies, foundations, the private sector, and frontline global development practitioners. Key responsibilities of this role include building strategies and monitoring the landscape to identify ways to advance Pulte Institute research through policy; working with existing Pulte Institute project teams and partners to turn evidence into impact, and identifying partners who are interested in moving Pulte Institute evidence to impact. Works closely with Pulte Institute and Keough School leadership to design and align strategies to help Pulte Institute research achieve policy impact on issues of global poverty. Research Translation: Develop, write and edit policy-oriented outputs and externally grant funded reports for research programs, including editing, drafting, designing and formatting high-quality written content for externally-funded grants, including publications, reports, policy briefs, presentations, and promotional materials. Includes graphic design and developing infographics for these policy-oriented products. Work with Pulte researchers to ensure that research is connected with the opportunity to influence policy targets in mind from the outset. This includes aligning and adapting academic technical writing for non-academic audiences, such as policymakers and practitioners. Support the development and implementation of project-level dissemination plans from the outset of the project to ensure research projects achieve policy impact. Partnership development and Evidence Dissemination: Identify and strengthen relationships with strategic policy partners both in the U.S and globally to support a shared agenda to better inform, develop and further Pulte’s strategy and policy positioning. Engage in meetings and events with policymakers across multiple levels to build awareness around Pulte Institute research and maintain strong relationships with policymakers, advocacy grantees and other constituents. This includes representing the Pulte Institute with key contacts in the policy space and interfacing across multiple organizations and maintaining a tracking system of all Pulte Institute policy engagements, following-up on action-items from these meetings, and tracking meeting engagements, follow-up, and metrics. Works with the Keough School Dean’s Office and the Washington DC Office, to ensure meetings and events are coordinated and achieve results. |
Minimum Qualifications | Bachelor’s degree or Master’s Degree, or advanced certification beyond Bachelor’s in a related field.

Preferred Qualifications | Preferred experience with design software such as InDesign and Adobe Illustrator. |
