Description of primary duties and responsibilities:
Primary Purpose of the Organizational Unit:

The primary purpose of the organization unit (department) is to protect the life and property of the students, faculty, and staff on the campus of Fayetteville State University and to support University’s mission of advancing knowledge through the integration of teaching, learning, research, and public service.
Primary Purpose of the Position:

The specific responsibility of this position is to assist the Chief and/or Deputy Chief with the direction and management of personnel and resources for Fayetteville State University. Responsible for overall management of police administration, police field operations, parking enforcement, and campus security services. Implements the objectives of the Department of Police and Public Safety and the law enforcement and security efforts within the areas under the control and all other duties as assigned by the Chief or Deputy Chief.
Duties:
20% - Designs, establishes, and maintains organizational structure and staffing to efficiently accomplish the university’s goals and objectives; participates in hiring panels; supervises and evaluates staff. Manages, counsels, and advises subordinate personnel and reviews evaluations, reports, and case files; approves leave requests, schedules overtime as needed, and addresses complaints. Performs special assignments or projects aimed at increasing department effectiveness and efficiency. Performs other duties as required.
20% – Evaluate and modify programs, activities, policies, rules, orders, and regulations to ensure compliance with the university’s and department’s mission, goals, objectives, core values, UNC system policies, university operating procedures, department policies, and general law. Reviews and re-writes Standard Operation Procedures (SOPs) to ensure compliance with best practices in law enforcement, and state and federal legislation. Ensures all responsible areas are compliant with Criminal Justice Information Security (CJIS), the Jeanne Clery Disclosure of Campus Security Police and Campus Crime Statistics Act (Clery Act), and the Commission on Accreditation for Law Enforcement Administrators (CALEA) guidelines for accreditation.
15% – Act as a liaison with the Fayetteville Police Department, Cumberland County Sheriff’s Department, UNC System departments as well as other federal, state, and local agencies to ensure interoperable communication and seamless response to incidents on campus that involve multiple jurisdictions. Develop divisional annual goals and objectives for the Patrol Division and Investigative Division. Coordinates and plans dignitary protection details for high-profile political figures and VIPs who are on campus for specific events. Oversees daily operation of Patrol supervisors.
Description of Work Continued:
15% – Designs and implements operational, technical, and administrative programs for community policing, crime prevention, law enforcement, and related functions, including but not limited to, criminal and administrative investigations, patrol operations, traffic control, public safety, incident command, risk mitigation, threat abatement and tactical response to critical events. Coordinates and collaborates with other law enforcement agencies or university departments to resolve security-related issues.
15% – Designs and implements operational, technical, and administrative programs for community policing, crime prevention, law enforcement, and related functions, including but not limited to, criminal and administrative investigations, patrol operations, traffic control, public safety, incident command, risk mitigation, threat abatement and tactical response to critical events. Coordinates and collaborates with other law enforcement agencies or university departments to resolve security-related issues.
10% – Participates on various committees, councils, and process improvement teams. May serve as Behavior Threat Assessment Team Member. Ensures that the threat assessment recommendations incorporate traditional law enforcement strategies within a threat assessment framework that protects the University from acts of violence and from litigation. Attends departmental command staff meetings as well.
10% – Perform Operation Planning (ICS), for Special Events. Plan and implement agency and university goals and objectives. Perform Annual Inspection and have the ability to forecast resources and needs based on the needs of the action planning. Have knowledge of the goals of the university. Have the ability to plan supporting programs and objectives for the university/agency.
5% -Crafts messages to disseminate to the campus community in emergency situations via the RAVE Guardian Emergency Notification system. Coordinates with University Communications to prepare statements on newsworthy incidents that are law enforcement-related and/or on-campus or that involve individuals who are affiliated with Fayetteville State University. Upon request, communicate information pertaining to crimes that occur on campus to university media outlets.
5% – Other duties assigned
Minimum Education And Experience Requirements:
  • A minimum of a bachelors degree or greater and 7 years of sworn law enforcement officer experience or an associate degree and 9 years of sworn law enforcement officer experience.
  • At least two years of the experience must have been in an equivalent supervisory role.
  • Certification as a Law Enforcement Officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission [Valid Basic Law Enforcement Training (BLET) Certification]. All degrees must be received from appropriately accredited institutions. A North Carolina driver’s license and outstanding driving history are required.
