Position Summary/Purpose of Position:
The Payroll/HR Business Services Specialist is responsible for overseeing and processing all aspects of the Department of Transportation Services payroll, serving a diverse workforce of over 400 nonexempt and exempt regular, contractual, and student employees. Their duties include provide instructions to departmental staff on payroll policies and procedures, maintaining and updating payroll forms and policies, assessing the efficiency of payroll operations, assists with human resources related functions. and suggesting and executing improvements where necessary.
The responsibilities of this position also includes:
  • Processing and monitoring new, change and termination appointments in PHR.
  • Updating salaries/hourly rates at the start of the new fiscal year; processing new hires, terminations, pay rate changes throughout the year; processes employment eligibility with everify.
  • Processing pay increases and calculations of back pay; updating and maintaining leave records, tracking end-of contract dates.
  • Keeping and maintaining the official personnel records according to rules and regulations of the University.
  • The Payroll/HR Business Services Specialist must cultivate employee confidence, protect payroll operations, keep information secure and maintain a strict confidentiality for the Human Resources actions within the department.
  • Manage Card Swipe System and Card Swipe online program
  • Processing eTerp/PHR/Workday information and working with hiring, onboarding and terminations to ensure human resources is running efficiently.
  • Preparing various staffing and financial reports as requested, and performing other duties as assigned.
Minimum Qualifications:
Education:
High School Diploma or GED.
Experience:
Six years progressively responsible experience in a combination of budgeting, accounting, payroll, purchasing, and personnel work.
Required Knowledge, Skills, and Abilities:
  • Working knowledge of and ability to apply Generally Accepted Accounting Principles (GAAP).
  • Working knowledge of management principles and practices. 
  • Skill in applying basic analytical skills to review expenditures and revenues, prepare forecasts, and reconcile accounts. 
  • Skill in performing basic mathematical computations. 
  • Skill in planning work and supervising others. 
  • Skill in organizing and executing multiple assignments under specific time constraints. 
  • Ability to understand and interpret University policies and procedures in the areas of finance, human resources, payroll, purchasing, and sponsored programs. 
  • Ability to prepare and present budgetary, accounting, and other reports and schedules. 
  • Ability to communicate effectively orally and in writing. 
  • Ability to operate office equipment, computers, and related software. 
  • Ability to handle sensitive and confidential matters with discretion and tact.

Other:
Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
