Minimum Position Qualifications
J.D. degree from an A.B.A. accredited law school. License to practice law in Tennessee, or the ability to obtain a license within six months of accepting the position is required. A minimum of three years of relevant practice experience is strongly preferred. Must possess and maintain a valid driver’s license.

Additional Working Conditions
The candidate is expected to be in office at Law School, in Shelby County Environmental Court, or, if elsewhere, in meetings related to City of Memphis’s Environmental Court Cases and related initiatives.
Outside of regular business hours: Expected to be available as needed for projects related to City of Memphis’s Environmental Court cases and related initiatives.

Job Duties


Duties & Responsibilities
Primary lawyering and case handling responsibility for Tennessee Neighborhood Preservation Act lawsuits, including drafting and filing new lawsuits, ongoing fact investigation and legal research, frequent correspondence with opposing parties and counsel, and weekly appearances before the Environmental Court on behalf of the City of Memphis. Provide regular reports and updates to the Mayor’s Environmental Team and City Attorney.

Acts as principal coordinator of City of Memphis Neighborhood Preservation Act litigation team, including oversight and management of lawsuits being handled by the University of Memphis Neighborhood Preservation Clinic and City of Memphis Law Division and the Shelby County District Attorney’s Office. Includes serving as a support, resource and advisor to two full-time City of Memphis anti-blight attorneys. Provides regular reports and updates to the Mayor’s Environmental Team and City Attorney.

Liaisons with City of Memphis Code Enforcement (client), including leading ongoing communication and directing meetings with City Law Division, Executive Division and Code Enforcement director, management and personnel regarding City of Memphis Blight Litigation Strategy generally and clinic case referrals, case strategy, information and systems management, and reporting on case outcomes specifically.

Provides ongoing assistance to University of Memphis Neighborhood Preservation Clinic students, including participation in classroom training and continuing guidance in student attorney filing, management, and handling of Environmental Court lawsuits on behalf of the City of Memphis. Extensive preparation and regular update of timelines, process flow charts, document bank and other core litigation support functions.

Leads in connecting law school and clinic students to blight elimination programs and projects outside of the law school. Participates in community-wide conversations and efforts to coordinate resources and involves the law school clinic as a vital partner in neighborhood revitalization efforts across Memphis. Has convening responsibilities and/or ongoing participation on community-based teams and cross-sector collaborations to promote strategies for addressing distressed, vacant, and abandoned properties.

Provides ongoing assistance and coordination of electronic case management systems and case outcomes data. Extensive coordination and assistance to City of Memphis IT and relevant partners to ensure functionality of necessary electronic systems for ongoing management and record keeping for the City of Memphis’s Neighborhood Preservation Act litigation.

Responsible for primary data collection, organization, and management responsibility for all data related to the City of Memphis’s Neighborhood Preservation Act litigation.
