The Hussman Institute has an exciting opportunity for a Manager, Research Laboratory position. The incumbent oversees the day-to-day operations of the research laboratory, including maintenance and upkeep and ensuring an efficient and effective laboratory working environment.

Core Job Functions

1.    Formulates and implements short- and long-range goals for the operation of the laboratories.
2.    Implements laboratory policies and procedures and coordinates with research staff on issues which impact laboratory services.
3.    Serves as a liaison between investigators, research personnel, and staff to solve specific operating problems and improve technical activities.
4.    Advises on technical procedures, techniques and equipment, and maintains conformance with specific operational standards.
5.    Maintains quality checks on the safety of laboratories and insures maintenance of the facilities according to good laboratory practices.
6.    Installs and maintains laboratory equipment in compliance with federal regulations.
7.    Assures that the laboratory technicians are properly trained in standard operating procedures and equipment specific requirements. 
8.    Assists in the determination of fiscal requirements and in the preparation of budgetary recommendations.
9.    Compiles and prepares reports and analyses, setting forth progress, adverse trends, and appropriate recommendations and conclusions.
10.    Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures. Ensures employees are trained on controls within the function and on University policy and procedures.

Department Specific Functions:

The Manager, Research Laboratory of the Hussman Institute for Human Genomics (HIHG) is responsible for all regulatory and daily operations of the HIHG Laboratories staffed by approximately 50-75 employees at a time. They hold a unique position in the department as manager of all lab space including within the Center for Genome Technology, Biorepository, Center for Molecular Genetics and all research funded lab space. They function as the primary liaison for all research faculty and their research lab needs.  They oversee all laboratory employee acquisition and release, including but not limited to interviewing, hiring, training, access, safety and compliance. Are responsible for all laboratory maintenance, compliance, shipping and receiving, tracking and record keeping. Orders and stocks general lab supplies. Coordinates all inspections, including but not limited to EHS lab safety, City of Miami fire, as well as the Department of Health and Human Services. Maintains inventory, warranties, and preventative maintenance schedule and capital equipment budgets for laboratory equipment. Works closely with facilities, contractors, etc. in regard to building maintenance, space allocation and new faculty preparation.



Accountabilities (For Non-exempt Employees Include Percent of Effort):
Staffs, directs and evaluates lab personnel, which includes but is not limited to interviews, selection, training, evaluation, and discipline/corrective counseling. Recruit new lab personnel through attendance at career fairs and other outside venues.

Keeps a regular work schedule and provide mentorship to lab personnel.

Processes and tracks all paperwork for badge and computer access, and all training for all lab volunteer, observers and visiting scholars.  Ensures all lab personnel comply with safety regulations.

Manages day to day operations of laboratory. This includes interaction with contractors, physical plant personnel, and security officers to ensure safety and security of all lab personnel.

Identifies procedural problems and implements solutions to improve lab operations and trim lab expenses.

Serves as Laboratory Safety/Biosafety officer. Ensures lab compliance with UM safety procedures which include EHS lab safety policy, biological safety policy, IACUC, and IBC guidelines. Prepares for and participates in annual inspections of the laboratory by UM EHS officers, city of Miami fire inspectors, and Department of Health and Human Services auditor.

Ensures lab compliance for storage, use, and disposal of laboratory chemicals in accordance with policies in hazardous waste, biohazardous waste and chemical hygiene plan.  Trains employees on these policies.

Assists in the development of a general lab budget. Sets up protocols to manage resources of the lab to ensure budget is followed.

Identifies future equipment needs of the lab and establishes contracts for their acquisition within budgetary constraints of the department.

Negotiates and purchases warranty contracts and schedules preventative maintenance service on over 50 pieces of lab equipment.  Prepares the annual lab budget by anticipating the service contract needs and investigating areas for potential cost savings.

Tracking of all chemicals maintained in the lab in compliance with EHS standard

Interacts with UM Accounts Payable, and Medical Purchasing as well as outside and local vendors to help coordinate the efficient and timely ordering and use of all reagents and equipment used in the lab including “walking” large orders through approval loops

Provides primary lab support where required with Core Directors in the Center for Genome Technology, Biorepository, Lab technical director, faculty members of HIHG, University or outside collaborators.

Participates in planning and coordination of laboratory space on 3 floors of the Biomedical Research Bldg (BRB) (over 85 lab benches and 23,000 sq ft) to ensure maximum functionality (by equipment placement) and personnel interaction

Participates in renovation of laboratory space for new projects and new faculty members by anticipating project requirements including scheduling and overseeing electrical, furniture, and HVAC changes, physical plant moves, equipment moves by vendors, and recalibrations.

Maintains and updates refrigerator and freezer inventory, which includes over 80 units housing ‘priceless’ genomic samples that have been collected over decades by faculty members and clients.

Updates Critical Equipment with UM security for new items added to system and removes old items when replaced and relocated.

Establishes and maintains pager carrying list and probe locations list for units on the alarm system for floors 4-6 of the BRB.

Manages 24/7 Equipment alarm backup for over 80 units in the lab (RTStore, -80 and -20 freezers, refrigerators, water rope, CO2, Nitrogen tanks) located in floors 4-6 of the BRB

Prepares Hurricane Prep Procedure, maintaining all equipment inventory and pictures, procedure phone tree and evacuation process.

Sets up laboratory cleaning schedule/ eyewash and emergency shower checks to ensure compliance with UM policies

Schedules hood inspections with Medrep for units in lab, iPS, and Biorepository.

Annual capital equipment certification of over 275 pieces of equipment for property accounting through UM’s Moveable Equipment system.

Schedules off cycle equipment repairs and processes PO for services.

Maintains all pipette inventory and schedules yearly calibration

Maintains UPS battery backup for major equipment.

Signs off on monthly developer service and tracks usage

Responsible for overall well-being and maintenance of over 275 pieces of lab equipment costing more than $6.5 million.
