Job Description

Job Description Summary:

The Manager, Fire Protection serves as a consultant to internal and external clients concerning non-FP&C project planning and conception studies; addresses emergency situations under the directive of the Director of Environment, Safety and Security; and promotes fire protection and life safety education across The A&M System. This position is also responsible for providing consultations to members regarding integrated acceptance testing, fire detection, and alarm systems at member facilities, and assists members with occupancy decisions. When necessary, the position advises members and their representatives regarding non-FP&C project plan reviews, fire protection shop drawing reviews, and fire alarm shop drawing reviews to ensure compliance with fire codes and laws for new and renovation projects. 


Responsibilities:
- Provide periodic inspections of System member facilities for compliance with NFPA codes and standards.
- Provide guidance and direction to members regarding emergency evacuation planning and drills.
- Assist members with system impairment procedures (Determination of the AHJ).
- Provide member updates on new and revised legislation, NFPA codes, and SFMO interpretations that affect member operations.
- Serve as the primary System representative and consult with the Texas State Fire Marshal's Office (SFMO) regarding formal interpretations of Codes and represent System members on the SFMO University Forum committee.
- Consult with System members regarding complex findings from SFMO Inspector reports.
- Assist in responses, prioritizing corrective actions etc. Join SFMO Inspector for System Member inspections when needed.
- Maintain A&M System Fire and Life Safety Regulation.
- Coordinate with System insurance carriers regarding fire protection projects. Assist in prioritizing engineering services provided by carriers and evaluate findings.
- Maintain fire protection and fire alarm facility design guidelines for non-FPC projects.
- Maintain expectations and pre-test checklist with punch list (where applicable) for the following:
- Acceptance testing of emergency lighting.
- Integrated acceptance testing of fire detection and alarm systems.
- Acceptance testing of fire protection systems.
- Final inspections.
- Create and maintain summary checklists for fire protection and life safety Inspection, Testing, and Maintenance (ITM) programs.
- Create and maintain basic plan review and inspection checklists for System members in Origami.
- Create and maintain checklists fire and life safety plan review, inspection, and testing training programs for System member fire and life safety staff (Campus Fire Marshals).
- Consult with System members regarding Knox Box program required by SFMO, fire extinguisher requirements and training, hydrant flow tests, and water supply analysis.
- Advise members and their representatives with non-FP&C project plan reviews, fire protection shop drawing reviews, and fire alarm shop drawing reviews.
- Witness and provide consult to members regarding integrated acceptance testing, fire detection, and alarm systems at member facilities, and assist members with occupancy decisions based on integrated acceptance testing.
- Other duties as assigned.


Education and Experience:
- Bachelor's degree in Fire Protection Engineering, Construction Science, Engineering, or related field.
- Five years of related experience in Fire Protection code consulting.


Registrations, Certifications, and Licenses:
Certified Fire Inspector, Certified Fire Protection Specialist, Certified Safety Professional, or a Professional Engineer (PE) in Fire Protection.

Knowledge, Skills and Abilities:
- Knowledge of word processing and spreadsheet applications.
- Knowledge of National Fire Protection Association and International Code Council codes and standards.

- Strong verbal and written communication skills.

- Ability to regularly travel for member site visits across the State of Texas. 
- Ability to occasionally work outside of normal business hours. 

- Ability to multi-task and work cooperatively with others.

Preferred Qualifications:
- Professional Engineer (PE) in Fire Protection or Certified Fire Plans Examiner

- Experience managing fire and life safety programs at a higher education institution
- Experience writing fire and life safety policies and program
