Manager, Cybersecurity Engineering - Technology Services
The cybersecurity unit at the University of Illinois is searching for a manager for our cybersecurity engineering team.
We are interested in candidates that bring a mix of technical and professional skills. They will bring this skill set to supervising a team of professionals' tasked with building, supporting, and consulting on all aspects of cybersecurity and technology. An ideal candidate demonstrates a willingness to work across a federated organization and collaborate with key stakeholders to develop roadmaps, service plans, and support strategies for the cybersecurity team. Additionally, the candidate will maintain high customer service expectations as cybersecurity engineers provide excellent technical support, creating documentation, and interacting with customers. This should include caring deeply about supporting an inclusive work environment that promotes team and individual growth.
Finally, the ideal candidate will be driven to deliver cybersecurity outcomes at an enterprise scale with stakeholders that directly impact the mission of the university of student success and research excellence. This position offers remote work eligibility with the understanding that some duties may require on-campus response.

Job Summary
The Manager, Cybersecurity Engineering is an experienced IT engineer and cybersecurity professional with advanced knowledge of cybersecurity best practices, support methods, and solutions. They are a team leader focused on personnel development, project delivery, operations management, and executive reporting. This role manages a proactive cybersecurity solutions team consisting of engineers, technicians, technical consultants, student workers and vendor engagements. This manager and their team plan and deliver projects, programs, consulting, solutions, tools, services, and capabilities which benefit both the cybersecurity team and the institution as a whole. Their team consults with many stakeholders, and recommends, selects, designs, tests, implements, supports, and maintains cybersecurity solutions and processes delivering risk reduction and due diligence advancing support and maturity of regulatory compliance and best practices; and which remain dependable in the face of malice, error, and mischance. This role is also responsible for managing performance, quality, resourcing, customer interface, and timely output for all programs, projects, offerings, or engagements under their purview.
Duties & Responsibilities

  • Manage the Cybersecurity Infrastructure and Engineering program:
    • Develop, manage and lead a team of engineers, technicians, technical consultants, student workers, and other specialized employees
    • Evaluate, recommend, develop, implement, and manage projects, programs, consulting, solutions, tools, services, and capabilities key to the delivery of cybersecurity's mission and goals
    • Facilitate the delivery of cybersecurity projects, including:
      • Evaluation of products
      • Vendor and product integrations
      • Solutions
      • Automation
    • Manage expectations, process, environment, and framework for the Cybersecurity Engineering team
      • Regularly measure and report results, quality, process, capability, outcomes, and outputs
      • Set team objectives that align with the cybersecurity team, timelines, and manage key results
      • Meet regularly with the director, and collaborate as a member of the security Managers' group to align and prioritize program goals and outputs.
      • Facilitate project resourcing
    • Lead the cybersecurity roadmap development in consultation with stakeholders inside and outside the central IT organization
      • Regularly develop, refine and report timelines of deliverables, forward-looking program plans, and gap analyses
  • Lead and participate in institutional initiatives with regard to security assurance, requirements, process, mechanisms, capabilities, solutions, planning, architecture, infrastructure, incidents, needs, and risk:
    • Collaborate and consult with other solutions delivery teams in the organization; look for opportunities to lead, find common ground and align process norms
    • Provide additional support, expertise, management, and advice to cybersecurity operations team during cybersecurity incident.
    • Champion and promote best, standards, practices, methods, assurance, and process and cultural levels across the institution
    • Facilitate outreach, training, and other resources for secure solutions engineering and best practice

  • Represent the cybersecurity team in collaborative and strategic initiatives, applying expertise independently on projects and programs
    • Participate in and facilitate internal and external meetings. Drive discussions as needed to represent the needs of the assigned domain(s). Present findings/reports to technical and non-technical audiences.
    • Provide excellent customer service on behalf of the cybersecurity team.
    • Advocate for Technology Services or other clients and partners in service planning and deployment across the organization.
    • Provide recommendations for continual process improvement across all Security workflows.
    • Draft and review documentation such as analyses of technical, administrative, or procedural security issues; procedural documentation/playbooks; and team documentation.
    • Work with leadership groups to refine and present cybersecurity roadmap to executive leadership.
  • Develop and maintain personal and professional excellence through university-provided and external training/seminars/courses; staying abreast of industry trends, methods, and published literature; and participating in manager-approved innovation programs and individual development initiatives.

Qualifications
Required
  • Five (5) years of work experience in IT-related functions such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field, which includes supervisory or lead worker capacity.
    • College coursework which includes Information Technology (IT), IT Management, Programming, IT Systems, or a closely related discipline may be substituted as follows: 30 semester hours equals one (1) year, Associate's Degree (60 semester hours) equals eighteen (18) months, 90 semester hours equals two (2) years, Bachelor's Degree (120 semester hours) equals three (3) years).
  • Demonstrated experience managing and implementing enterprise-scale cyber-security solutions and services.
  • Demonstrated experience developing communications for non-technical and leadership audiences.

Preferred
  • Bachelor's degree in Computer Science, Engineering, or equivalent technical degree; or equivalent experience. Advanced degree in a related field.
  • Experience in an academic/higher education campus IT environment. Experience with team leadership, customer engagement and customer service.
  • SANS, GSEC, CISSP, CEH, MCA, CCSA, CISA or similar cybersecurity certifications highly desired.

Knowledge, Skills, and Abilities
  • Demonstrated expertise and success in IT solutions delivery
  • Demonstrated expertise in one or more of the following domains Secure IT Operations, Data Security, Incident Response, Threat Assessment, Security Engineering, Network Security, Systems Security, or Vulnerability Management.
  • Excellent attention to detail.
  • Helpful problem solving ability.
  • Demonstrated ability in effective communication and collaborating in a high performance team environment, including oral, written, and active listening.
  • Demonstrated commitment to customer service and customer satisfaction principles.
  • Ability to collaborate positively and effectively with diverse workgroups.
  • Individuals will be required to submit to a background examination.

Appointment Information
This is a 100% full-time Civil Service 5030 - Information Technology Manager/Administrative Coordinator position, appointed on a 12-month basis. The expected start date is as soon as possible after 3/18/2024. The salary range for this position begins at $100,000 annual with final amount dependent on a combination of factors including experience, market value, and internal equity.
