JOB SUMMARY/ESSENTIAL JOB FUNCTIONS:   The IRB Reliance Liaison oversees the submission process for human subjects’ research studies that are conducted under an IRB Authorization/Reliance Agreements in which UTHSC is the relying IRB. This position interacts with researchers, clinical study sites, external organizations, and IRBs regarding IRB reliance issues. This position works closely with the IRB Reliance Managers to assist with determining when an IRB authorization/reliance agreement is needed, manage local context review, and process administrative changes to cede applications. In addition, this position assists with the execution of Individual Investigator Agreements.

 

DUTIES AND RESPONSIBILITIES

  • Works with IRB Reliance Managers to determine eligibility for authorization/reliance agreement and communicate reliance determinations to researchers.
  • Works with IRB Reliance Managers to ensure that all UTHSC institutional requirements for human subjects’ research, and ancillary reviews such as IBC and radiation safety committee reviews, are completed and relevant information provided to reviewing IRB, when UTHSC is the relying IRB.
  • Interprets and applies federal and state regulations, and institutional policies, relevant to human research and privacy. These include DHHS, FDA, and HIPAA research-related regulations and policies as well as requirements of UTHSC and other institutions covered by the UTHSC IRB.
  • Communicates concerns to research staff (investigators and/or coordinators) with the goal of resolving pertinent issues.
  • Works with IRB Reliance Managers to determine when reliance agreements should be submitted to the Office of Sponsored Programs through Cayuse SP.
  • Submits post-approval documents from the reviewing IRB including but not limited to continuations/renewals, amendments/modifications, unanticipated problems, etc.
  • Verifies that IRB submissions are consistent with IRB Authorization/Reliance Agreements.
  • Works with the IRB Director, Associate Director, and IRB Reliance Managers to identify and resolve problems and improve the efficiency and effectiveness of the IRB reliance process.
  • Performs other duties as required.

    Qualifications

     

    MINIMUM REQUIREMENTS:   

      EDUCATION:  Bachelor’s Degree. (TRANSCRIPT REQUIRED)

      EXPERIENCE: Three (3) years of experience in related research administration or human subjects’ research.

      KNOWLEDGE, SKILLS, AND ABILITIES:

    • Knowledge of human subjects’ protection regulations and ethical standards, as is the demonstrated ability to analyze and apply regulations and ethical codes.
    • Skill in a research environment that demonstrates work with compliance issues and familiarity with research ethics and methods.
    • Ability to demonstrate analytical and problem-solving skills, including skill in making effective recommendations and decisions.
    • Ability to use multiple resources and references to understand complex regulations.
    • Ability to multitask and problem-solve with high volumes and rigid deadlines.
    • Excellent oral and written communication skills.
