The University Controller’s Office is a department under the Division of Finance. The office has business units covering the following areas: Cash Management, Banking, and merchant services; General Accounting, Financial Reporting, and Taxation; Accounts Payable; Business Systems; Payroll and Debt Management.

The University Controller’s Office is responsible for fiscal accountability, accuracy, and reporting of a $2.3 billion enterprise, including timely and accurate payment of monthly and biweekly wages to over 18,000 staff, faculty, student workers, and temporary employees, over 110,000 vendor payments annually and management of a $480 million external debt portfolio.
The University Payroll section of the University Controller’s Office is responsible for 1) timely and accurate payment of wages to approximately 11,300 monthly and 14,500 biweekly staff, faculty, undergraduate and graduate student workers, postdocs, foreign national, and temporary employees with an annual payroll of over $1.2 billion; 2) proper deduction, monthly plan reconciliation and vendor payment of three mandatory, 38 voluntary and 60 statutory (garnishment) deduction plans, including the employer’s matching contributions for retirement and health insurance; and 3) compliance for, payment to, and proper reporting of wages and tax withholdings to the federal government and approximately 40 states.
Essential Job Duties
The International Compensation and Taxation (ICT) Specialist provides programmatic and administrative support to the International Compensation and Taxation team. As the ICT Specialist you will  work with the ICT Manager to ensure immigration compliance, withholding, and reporting of taxes for foreign national employees and students, as well as for honoraria and scholarship/fellowship recipients; facilitates compliance with state and federal regulations and policies related to the employment and taxation of foreign nationals.
Key responsibilities include but are not limited to: 
  • Answer routine questions for hiring departments and employees regarding taxes
  • Work with the Office of International Services and International Employment on issues of payment eligibility for students, visitors, and scholars
  • Maintain databases and files
  • Use software for tax assessments and production of forms and reports
  • Correspond with customers regarding questions related to International Tax issues
  • Collect required immigration and IRS documentation
  • Disseminate tax treaty documents

Other Responsibilities
  • Partners with the University Controller’s office and the Scholarships and Financial Aid departments to assist in answering complex questions and resolves normal and complex issues relating to visa and taxes regulatory requirements.
  • Other administrative duties such as performing tax assessments, distributing paychecks, gathering documents related to checks, conducting orientations, etc.

Qualifications


Minimum Experience/Education
High School Diploma or equivalency and one year of experience in accounting work; or equivalent combination of training and experience.
Other Required Qualifications
  • Ability to work in a high volume, fast-paced, deadline, and accuracy-driven environment.
  • Proficiency with Microsoft Windows Office; Word, Excel, and PowerPoint.
  • Excellent verbal and written communication skills.
  • Ability to work with people from other countries and cultures with sensitivity to language and communication challenges and differences.
  • Ability to multitask and work independently.
  • Ability to file and handle sensitive and confidential information professionally.
  • Ability to be detail-oriented.

  • Must be able to lift/carry up to 30 pounds on a fairly frequent basis with or without reasonable accommodation.

Preferred Qualifications
  • Basic working knowledge of visa, taxation, and payment rules for students, scholars, visitors, and foreign national employees
  • Understanding of best business practices and state/federal policies related to international employment and taxation
  • Experience in database management
  • Preferably familiar with Adobe, PeopleSoft, PeopleAdmin, Sprintax Calculus, and SEVIS
  • Background in immigration, international tax, or human resources is advantageous
