Primary Purpose
The instructional dean fosters a culture of excellence that empowers individuals to achieve their goals and reach their full potential. While the majority of the position’s oversight responsibilities focus on Career & Technical Education programs, some transfer programs and instructional support areas are also included. The dean coordinates with an academic affairs team to create pathways for equitable and transformative education through responsive partnerships and teamwork both at the College and in the community. The dean advocates for student resources and support, proactively addresses systemic injustices, cultivates innovation in programming, and communicates how college and academic policies and procedures shapes the future of our students and communities.

Essential Duties and Responsibilities
Leadership:
  • Ensure that the work within all instructional areas is aligned with the college’s mission and priorities;
  • Collaborate with other deans and the VPAA to provide leadership and direction in matters related to Academic Affairs;
  • Supervise, develop, and mentor faculty and staff on their personal and professional development;
  • Communicate college priorities and initiatives to faculty and staff and serve as a conduit for faculty and staff perspectives;
  • Serve as a leader and member of internal committees and councils; represent the College on local, regional, state, and national committees and councils;
  • Ensure compliance with regional accreditation policies and standards as well as independent accrediting bodies for CTE programs;
  • Provide leadership and management for new program development and curriculum development;
  • Promote and foster collegiality between instruction, student services, and administrative services at the college; initiate and support creativity, change, and innovative instructional practices;
  • Develop and maintain community partnerships related to academic programming and disciplines.
  • Serve as co-lead for Perkins funding, working with High Desert Educational Service District (ESD).

Administration/Management:
  • Oversee academic course scheduling processes;
  • Perform personnel functions related to faculty and staff (hiring, evaluation, assignment, supervision, discipline, etc.);
  • Engage in faculty promotion, tenure, and professional development processes;
  • Assist in the development of and ensure compliance to collective bargaining agreements;
  • Develop, analyze, and monitor budgets;
  • Evaluate expenditures, transfers, and capital requests;
  • Develop and manage grants and special projects.

Teaching/Learning, and Student Success:
  • Facilitate the integration of high-quality instruction and support to students;
  • Lead the development and implementation of student success practices within instruction;
  • Foster creativity and innovation and promote opportunities for faculty to continuously improve their teaching skills and learn new techniques or delivery methods.
  • Engage in work with faculty regarding development, revision, and assessment of course and program learning outcomes;
  • Engage in leadership role related to Department and Program Review;
  • Conduct classroom observations of faculty;
  • Have knowledge of current research and promising practices related to teaching, learning and student success;
  • Work with department chairs to address student concerns related to instruction.

  • Evaluate and maintain ADA compliance and appropriate accessibility to persons with disabilities to provide for the success of students and staff.

Other Job Functions:
  • Cooperate with other College personnel to assist students with career planning, job placement, new student advising, orientation, and follow-up studies.
  • Provide academic program information to and attend monthly Board of Director meetings.
  • Act as a resource person for students.

  • Must have knowledge of issues and trends in various academic disciplines and career and technical programs in higher education.
  • Ability to work cooperatively with, and contribute to, a diverse workplace through ideas or experience.
  • Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.
  • Must be able to work effectively in a collective bargaining environment.
  • Demonstrated record of acquiring external resources and collaborating with external agencies, including business and industry and other educational institutions.
  • Proven record of leadership in outcomes assessment and data-driven decision making.
  • Experience delivering learning and other services online.
Ergonomic Requirements
Working hours are generally Monday through Friday from 8:00 AM to 5:00 PM. Additional hours or schedule changes may be required based on work requirements including attending monthly evening board meetings. Work is performed in an office setting, mostly sitting with frequent computer use. Individual is required to be able to perform the essential functions with or without reasonable accommodation.
Minimum Requirements
Education
  • Master’s Degree in a discipline related to the mission and programs of the college.

Experience
  • Two (2) years college teaching experience as a full-time faculty member or closely related equivalent.
  • Two (2) years administrative experience in an academic setting.
  • Two (2) years of successful leadership experience within a complex organization, including supervision of staff.

Preferred Qualifications
Education
  • Earned doctorate or terminal degree from a regionally accredited institution.

Experience
  • Experience as a dean or chair in an academic setting;
  • Administrative experience and/or supervision of both Transfer and Career and Technical Education programs in an accredited community college.
