Job Description Summary

BASIC FUNCTION:
Maintain Laboratory computer and database systems and provide generalized assistance to Laboratory staff. Receive, catalogue, label, prioritize, and return evidence submitted for analysis using the BEAST Laboratory Information Management System (LIMS). Examine, triage, record, and report the analytical and National Integrated Ballistics Information Network (NIBIN) results for a variety of cartridge case evidence submitted to the Laboratory by municipal, state, and federal law enforcement agencies. Work under close supervision of a Criminalist II and III.
Duties and Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIES:
In the area of Technology:
Upgrade and maintain PC/laptop computers, tablets, smart devices, servers, printers, and other peripherals and related devices. Implement, maintain, and document operating systems software and/or application software as directed. Oversee use of endpoint security, patch management, and vulnerability remediation. Provide generalized technical consultation. Develop a knowledge of several systems software and application software packages as required. Provide training to support staff and others; evaluate products and services; and prepare and present reports. Manage physical inventory.
In the area of Evidence:
Receive catalogue, label, prioritize, and return physical evidence. Maintain/organize the evidence vault. Review background materials submitted with evidence and pertinent agency regulations and other relevant material. Maintain the evidence submission appointment calendar. Prioritize assignments according to laboratory policy. Ensure proper storage methods of a variety of evidentiary items. Ensure chain of custody. Act as a liaison with law enforcement and other government agencies regarding submission and/or disposition of evidence. Maintain appointment schedule for submission and return of evidence. Assist agencies and laboratory personnel with laboratory Prelog software issues. Assist customers in the use of the Prelog web portal. Conduct inquiries regarding status of cases for which evidence is on file. Maintain data of laboratory submissions and prepare periodic statistics related to casework. Assist in training new and current staff.
In the area of NIBIN:
Organize and perform a variety of microscopic and instrumental examinations of firearms exhibits. Examine and triage firearms casework involving cartridge cases using laboratory equipment and instrumentation. Prepare items, enter data, and acquire images for selected items into the National Integrated Ballistic Information Network (NIBIN) system. Perform non-routine manual NIBIN searches of geographical regions as requested. Confirm all potential leads with a qualified analyst. Prepare written notes and reports of analytical examinations and results. Maintain laboratory instrumentation. Maintain proficiency in the use of NIBIN equipment and examinations. Research issues concerning laboratory computers and databases and consult with other technologists as needed.
OTHER DUTIES AND RESPONSIBILITIES:
Assist with configuring and maintaining IP networks, security systems, access control and identity management systems, and emergency alert systems.
Maintain a high level of understanding of current developments in the assigned areas of responsibility and anticipate future needs.
Participate in quality control testing procedures and Laboratory audits when required. Work with law enforcement and Laboratory personnel in regard to evidence procedures.
Communicate the importance of the examinations performed to law enforcement and Laboratory personnel and other interested individuals or groups. Testify in court as needed.
Train and supervise interns and other Laboratory personnel on analytical techniques used for the examination of evidence in the specialty area.
Prepare and present lectures and/or Laboratory tours about the functions of the Crime Laboratory for specific groups upon request.
Attend specialized training to become certified or maintain certification to use the system(s).
Perform other duties as required.
LICENSES, TOOLS, AND EQUIPMENT:
Microscopes, personal computers, printers and word processing, database management and spreadsheet software. Microsoft Office Suite. Information Management Systems (IMS), such as the Porter Lee BEAST LIMS and Prelog or similar system. NIBIN database system. Quality assurance standards, preferably the ISO/IEC 17025:2017 standards for forensic laboratories.
Required Qualifications
REQUIRED:
1. Bachelor’s degree from an accredited college or university (including courses in the physical or natural sciences).
2. Minimum of one year of experience in an Information Technology position OR two years of experience in a position that included a substantial amount (>50%) of Information Technology work OR two years of experience as a student employee providing information technology services.
3. Demonstrated microscope skills.
4. Demonstrated technical knowledge of computer hardware.
5. Demonstrated experience in one or more programming languages and/or application packages.
6. Demonstrated experience installing internet applications.
7. Demonstrated experience installing and configuring the operating system and application packages.
8. Demonstrated experience installing peripheral hardware and memory.
9. Demonstrated experience using Microsoft Office Suite.
10. Demonstrated strong interpersonal and verbal communication skills.
11. Demonstrated proficiency in written communication skills.
12. Demonstrated ability to work with diverse groups/populations.
13. Demonstrated presentation skills.
14. Demonstrated ability to interpret and adhere to institutional policies, plans, objectives, rules, regulations and standards, and to communicate the interpretation to others.
Preferred Qualifications
PREFERRED:
1. Demonstrated professional or technical experience in a forensic science laboratory.
2. Demonstrated teaching experience.
3. Demonstrated experience providing customer service in higher education and/or public safety environment.
4. Demonstrated experience evaluating products and preparing and presenting reports.
5. Demonstrated experience with website management.
6. Demonstrated experience with network/server administration and backup.
7. Demonstrated experience in Active Directory administrative functions.
8. Certification as a user of the ATF NIBIN BRASSTRAX database system.

Environmental Conditions
This position has the potential for encountering noise and vibrations, and the wearing of ear and eyewear protection may be required. May be exposed to organic and inorganic chemicals. May come in contact with hazardous chemicals, biological fluids, and associated biological pathogens, such as hepatitis B, COVID-19, and HIV viruses.
