Description of primary duties and responsibilities:
Primary Purpose of the Organizational Unit
The purpose of the Human Resources Office at Fayetteville State University is to support the institutional mission of the University by providing comprehensive and timely human resource services with respect to recruitment and employment, benefits administration, classification and salary administration, staff development and training. Employee safety and health, and employee relations for all staff employees subject to the State Human Resources Act. The Human Resources Department also monitors employee safety and health and provides benefit administration and other less comprehensive personnel services for faculty members and staff employees exempt from the State Human Resources Act. In addition, the Associate Vice Chancellor of Human Resources is designated as the University Affirmative Action Officer with full responsibility for the University’s programs of Equal Employment Opportunity through Affirmative Action.

Primary Purpose of the Position
The position provides primary technical and programmatic support for campus wide Employee Relations Programs. Provide support for the Employee Relations Manager by assisting with tracking of documents and deadlines, coordinating training and information sessions, and assisting with correspondence in the SHRA and EHRA grievance programs. This position serves as the initial intake and assessment coordinator for the Employee Relations office. The incumbent will provide policy and procedure support, assist with investigations and provide guidance on the grievance process. The individual will coordinate internal investigations as part of the internal grievance process and is responsible for ensuring that all timelines are adhered to as outlined by University policy. The position assists with the development of training materials in support of Workforce
Improvement and Development initiatives for the Employee Relations unit. The incumbent will also collaborate with training to ensure that strategic goals are achieved by coordinating training efforts between the Office of Employee Relations and Staff Development. Responsible for administering the University Unemployment program which includes responding to all claims, state calls, and other inquiries; and preparing for, coordinating and administering unemployment hearings and reporting required. The position will also coordinate SHRA and EHRA performance management processes. Perform routine exit interviews; organizing and maintaining exit interview program data; generating monthly analytical reports; and providing data for annual report. Responsible for providing data and developing reports for ER for internal and external requests and requirements;
Researches topics as requested by ER staff to respond to department needs; and develops presentations based on research. Manage ER policies and forms including proactively managing changes to forms and policies as requested/dictated by the Employee Relations Manager, UNC Systems Office, Office of State Human Resources and university management. Serving as the main point of contact for ER programs and staff; and assisting ER staff in projects, tracking deadlines, project milestones/requirements and other administrative needs. Additional administrative responsibilities will include receiving phone calls and emails from employees, university management and external customers; and corresponding with a variety of internal and external customers. Minimum Education and Experience Requirements:
Graduation from a four year college or university; or an equivalent combination of training and experience.

Knowledge of State, federal and client policy and policy interpretations and HR best practices affecting HR program area(s)demonstrated by the ability to analyze and explain how policies or procedures apply to client’s unique needs. Operational knowledge of the purpose of the client’s organization including its mission, services, clients and measures of business effectiveness in order to place client needs into perspective and assure assistance is appropriate to the situation.
Information/Records Administration:
Accesses, reviews, compiles and stores multiple sources of data and information to generate appropriate criteria for reports. Determines sources and gathers information, via interviews, surveys and other methods, to complete work in assigned HR area(s); researches, compiles, explains, and presents data.
Customer Service:
Develops and maintains productive and collaborative work relationships in order to facilitate effective service in assigned HR area and problem resolution with clients.
Program Administration:
Administers an aspect of a program or functional area. Makes recommendations for program expectations and direction. Identifies and understands HR issues, client needs and problems of a recurring nature to effectively address and resolve situations. Tracks and monitors program outcomes.
Communication – Verbal/Written:
Listens and confirms understanding of the issue and then communicates appropriate information in a concise and clear manner; conveys concepts in an organized and appealing manner that clients can apply directly to the situation or issue. Explains the application of HR processes and procedures using sources that clients can reference.
Preferred Qualifications:
Previous demonstrated experience working in an Employee Relations environment with exposure to real world employee issues and resolution.
