The University of Maryland, Baltimore (UMB), Department of Police and Public Safety is currently recruiting for a Human Resources Generalist.

Primary Duties:

  • Provides direction and guidance for day-to-day human resource activities for medium size department with significant complexity of operations by identifying and implementing best human resource practices. Considered an expert resource on best human resource practices. Collaborates with campus Human Resource (HR) management ensuring the deliverance of high-quality service in order to maintain human resources objectives for the department.
  • Administers department’s human resources, including staffing, compensation, training, employee relations, etc., with interrelated HR initiatives to ensure optimum efficiency, interpretation, and compliance with appropriate federal, state, local, University System of Maryland (USM), UMB, department, and collective bargaining agreement policies, procedures, laws, and specifications.
  • Supports department management in the development of human resource strategies, objectives, budgets, and in fostering improvements in policies and procedures for the specialty area. Develops and maintains appropriate metrics/tracking mechanisms to measure results.
  • Develops and engages in recruitment and outreach strategies to identify and attract diverse, prospective candidates including developing promotional materials, utilizing social media for sourcing, and coordinating and participating in recruitment events.
  • Assists with department recruitment and hiring process efforts as necessary, including developing/updating position descriptions, interview question generation, candidate tracking, and onboarding and offboarding coordination.
  • Facilitates performance evaluation processes, ensuring they are conducted timely, fairly, and consistently across the department; assists supervisors in managing employee performance issues, providing guidance on corrective action and development plans.
  • Provides problem-solving assistance and answers to questions about human resource objectives and policy interpretation. Consults with appropriate chain of command person when unable to respond to develop resolution. Meets and confers with staff, supervisors, central human resources, and others to resolve human resource issues.
  • Strategically works with department management to understand business needs and develop creative solutions to accomplish objectives. Ensures compliance with department policies and procedures to support continual improvements in efficiency of the human resource services performed.
  • Independently analyzes department human resources trends, staffing needs, organizational structure, employee and labor relations concerns, and training opportunities.
  • Interprets and administers collective bargaining agreements to ensure compliance with both union and management expectations and monitor and track MOU issues and concerns.
  • In collaboration with the central employee and labor relations staff, addresses and resolves labor disputes and grievances in a timely and fair manner, following established procedures and legal requirements.
  • Prepares reports on HR metrics, such as turnover rates, recruitment effectiveness, and training completion, to inform management decisions. Responsible for interpreting report results and proposing and creating action plans to address shortfalls.
  • Provides guidance, training, and mentoring to less experienced personnel in day-to-day HR operations. Works closely with management and employees to improve work relationships, build morale, increase productivity and retention.
  • Tracks and monitors key HR metrics, program data, goal achievements, and results, and generates reports for performance improvement plans, layoffs, grievances, and employee relations claims.
  • Develops and facilitates department human resources related communications, workshops, or meetings; coordinates logistics, scheduling, and participant communications.
  • Performs other job-related duties as assigned, such as participating in HR initiatives.
 

Qualifications

  

Education: Bachelor's degree required. Master's degree can be substituted for two (2) years of experience and is preferred.

Experience: Four (4) years of experience in the human resource field.

Supervisory Experience: One (1) year in work coordination, training, and daily oversight of staff.

Preferred Certification:

  • Certification/Licensure: SHRM-CP or SHRM-SCP certification preferred.
  • Other: Knowledge of human resource laws, practices, and policies is preferred.

Hiring Range: $90,000 - $100,000 (Commensurate with education and experience)
