JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: The HR Consultant 2 manages the day-to-day operations of Human Resources for the Executive Vice Chancellor (EVC). This includes but is not limited to employee relations, recruitment, onboarding, training, ERP, and payroll. This position serves as the first line of responsibility in dealing with all issues in these areas.

DUTIES AND RESPONSIBILITIES :

  • Provides guidance to department heads, directors, and others regarding complex or difficult employee situations.
  • Conducts investigations when employee concerns are brought forth and evaluates and implements potential solutions. 
  • Drafts disciplinary actions prior to delivery, delivers warnings if necessary and follow up with supervisors; conducts pre-termination hearings; provides support to supervisors during performance review processes.
  • Provides guidance to employees and supervisors regarding the Family and Medical Leave and Sick Leave Bank processes.
  • Serves as liaison for Benefits and Retirement, Payroll, Insurance, and the Office of Access and Compliance.
  • Reviews all Worker’s Compensation Incident Reports and ensure unit-wide compliance.
  • Reviews position descriptions, makes recommendations to supervisors, and drafts or revises language to ensure the position is accurately reflected before submitting for classification review.
  • Writes job announcements as necessary, posts positions, initiates staff searches, initiates background checks, recommends hiring rates, reviews and approves requests to hire, and enters job offers in Taleo.
  • Reviews and approves or rejects all hiring paperwork, personnel changes and e-forms, including pay/funding changes, termination requests, leaves of absence, and additional payments.
  • Processes hire and personnel change paperwork and e-forms for EVC Units; E-verifies all I-9's.
  • Co-facilitates EVC unit-wide training sessions as necessary.
  • Performs other duties as assigned.

    Qualifications

     

    MINIMUM REQUIREMENTS:   

    EDUCATION: Bachelor’s Degree in Human Resources or related field. (TRANSCRIPT REQUIRED)

    EXPERIENCE: Three (3) years of progressive human resources experience. 

    LICENSE/CERTIFICATION: Professional in Human Resources (PHR) certification (SHRM-CP) or taking classes towards certification preferred. (COPY OF LICENSE/CERTIFICATION REQUIRED)       

    KNOWLEDGE, SKILL, AND ABILITIES:

    • Knowledge of broad human resources concepts, applicable federal and state laws, UT policies and procedures, and HRIS.
    • Ability to present information, write, instruct, and work independently. 
    • Ability to multi-task, lead work, and be adaptable and flexible.
    • Excellent communication skills with the ability to think critically and use sound judgment and decision-making skills.
    • Ability to interpret and apply state and federal law and UT policies and procedures.
    • Advanced level Microsoft Excel, Word, and Adobe skills.

    WORK SCHEDULE: This position may occasionally be required to work weekends and evenings. May require occasional overnight travel.
