Total Talent Management - Recruitment, a unit of UW Human Resources, has an outstanding opportunity for a Human Resource Consultant Assistant 2 (HRCA2).  As an HRCA2 you will receive general supervision while performing a variety of paraprofessional HR responsibilities, managing temporary employment, consulting with job seekers and hiring managers and providing general support campus hiring. The HRCA2 applies specialized knowledge and uses independent judgment in resolving problems and interpreting and applying established rules, policies, regulations, or procedures; and reviews the accuracy of records, exercises decision-making authority and initiates corrections within established guidelines.

DUTIES AND RESPONSIBILITIES

Temporary Employment:

Serves as the in-house expert on “all things” temporary.  Reviews and classifies position requisitions for all non-permanent, intermittent and professional staff temporary appointments. Reviews requisitions for completeness and accuracy to include:

      • Classification
• Salary setting
• Appointment length and hours worked per week
• Eligibility for employment based on other appointments
• Eligibility for employment based on citizenship and criminal history
• Candidate meets minimum qualifications
• Background checks if required

• Explains, interprets and consults with departments on complying with state and University of Washington policy and procedures regarding temporary appointments.

• Develops process improvements for temporary appointment procedures and communicates to clients and UWHR colleagues.

• Conducts training and education to clients related to temporary employment process and procedures.

• Reviews and ensures accuracy and completeness of related Human Resource documents such as new hire and temporary employment forms.

• Determines applicability of background checks on a position-specific basis, and runs checks when required. Manages background checks for students, volunteers, and contractors.

• Uses excellent writing skills to draft position announcements and post vacancies using UW's applicant tracking system, UWHires.

• Assists candidates through email, phone or in person with creation, revision and access of candidate profiles through the UWHires system.

• Reviews candidate qualifications and refers eligible candidates to the Hiring Manager.

General Employment Program Support:

• Applies knowledge of federal and state law, and regulations as well as provide routine interpretation of bargaining unit contracts, Washington Administrative Code (WAC), and UW policy as these relate to employment/re-employment issues.

• Advises managers and Human Resources staff on the legislative and regulatory requirements of the recruitment and selection process.

• Provides proactive employment problem prevention through departmental consultation, counseling, and by conducting training through professional development courses regarding employment and information sessions.

• Frequently handles sensitive and confidential information, ensuring confidentiality of materials.

• Participates in special projects, committees, and task forces.

• Manages the filing and retention of confidential documents and information.

• Participates in employment/recruitment activities including representing the UW in job fairs and other outreach activities.

MINIMUM REQUIREMENTS

Four years of office experience including two years of experience in a human resource or related setting OR Equivalent education/experience.
