The HR Talent Specialist supports recruiting, onboarding, and learning programs and initiatives. Knowledge of Workday systems (HCM, Recruiting, and Learning) is critical for this position.This role involves oversight of talent acquisition, ensuring a seamless hiring and onboarding experience, supporting learning content, and optimizing HRIS tools to enhance workflows and user experience. The HR Talent Specialist generates comprehensive reports, conducting system audits, and maintaining data integrity and compliance across various document management systems. Additionally, this position collaborates efforts with diverse teams to streamline process’ and achieve optimal operational outcomes.
This position is a hybrid position. May require in-person attendance at Central Administration one day per week (Orange County, CA).
NOTE: unless otherwise indicated, work hours are based on Pacific Time.
The hiring range for this position is $27.00 - $31.00 per hour. Offers are determined by a variety of factors, including but not limited to: geographical location, knowledge, skills, years & depth of experience, and equity with internal team members.

TYPE OF SUPERVISION: 

Receive general supervision from the Assistant Vice Chancellor, Talent Management.

  • General Supervision — indicates that the incumbent performs a variety of duties; some of which may be complex duties within established policy guidelines; and receives occasional supervision.

POSITION DUTIES AND RESPONSIBILITIES:  

ESSENTIAL FUNCTIONS: 

Talent Acquisition

  • Oversee talent acquisition processes to include, position management, job requisition administration, job postings, and ownership of candidate experience. Collaborate with budget office, hiring managers, and HR business partners.
  • Review applications and screen applicants by telephone for pooled searches. Ensure applicants meet the minimum requirements and reside within the approved states. Coordinate with hiring managers to make sure interviews get scheduled accordingly.
  • Receive verbal offers from HR business partners, execute offer letters and initiate process’ related to hiring. If applicable, make recommendations and coordinate process for counteroffers.
  • Communicate and report to relevant stakeholders recruiting data (i.e. time to fill, sourcing effectiveness, offer acceptance rate, and diversity metrics).
  • Support AVC, Talent with external employment agency relationships. Maintain contracts, coordinate, track and audit external agency temps.
  • Assist AVC, Talent in creation and maintenance of offer letter templates and candidate communication strategies.

Employee Onboarding and Orientation

  • Oversee employee onboarding and orientation experience and process for the university. Maintain onboarding documents, content and standardized communication. Collaborate with IT, Payroll, Benefits and Faculty Affairs team(s) to create a holistic onboarding and orientation experience.
  • Process hiring of employees, run background check integration and partner with HRBPs to reconcile any findings.
  • Communicate and coordinate with new hires and hiring managers. Ensure new hires and managers complete respective communications, checklists, tasks and onboarding requirements.
  • Conduct virtual new hire orientations serving as the first face on an employee’s first day, verify I-9 documentation, support new hires through their onboarding journey and welcome them to the university.

HRIS

  • Optimize Workday recruiting and onboarding to support the end-to-end recruiting and onboarding process ensuring an efficient and favorable experience for applicants, candidates, new hires, and hiring teams. Coordinate with Faculty Approvals Office to ensure syncretization with processes.
  • Own recruiting, onboarding and learning related data and data entry, business process’ and integrations with other systems. Troubleshoot issues, analyze process’ routinely and make recommendations for maintenance of business process’ and integrations with consideration of impact to benefit and faculty related process’.
  • Represent HR recruiting, onboarding, learning in IT/HR functional meetings, partner with IT to execute necessary updates in HRIS.
  • Develop and maintain reports and dashboards in Workday in partnership with IT to provide insights into key recruitment, onboarding and learning metrics. Customize and create ad hoc reports to support data-driven decision-making for the talent team.
  • Review, recommend and test bi-annual system upgrades and enhancements related to Workday recruiting, onboarding and learning.
  • Audit workday transactions related to recruiting, onboarding and learning; work with various stakeholders to reconcile discrepancies and outstanding workday tasks.
  • Partner with AVC, Talent Management, HR Operations Specialist and budget office to routinely reconcile position data; Partner with Compensation Analyst to maintain job profiles in the system.

Learning

  • Maintain learning content in Workday; coordinate with HR Business Partners to implement necessary updates to learning content or implement new required learning, training.
  • Audit and communicate outstanding learning tasks through reports and dashboards. Routinely reconcile outstanding learning tasks.
  • Partner with AVC, Talent Management in creation of training and learning content and coordination with content delivery.
  • Create job aids and learning material related to talent acquisition, onboarding/orientation and learning/performance management.

Other Duties

  • Responsible for external form development (Cognito), maintenance, and reporting related to learning and onboarding
  • In partnership with marketing and web teams, maintain external and internal recruiting/learning web pages
  • Process and reconcile expenditures related to recruiting, onboarding and learning.

POSITION SPECIFICATIONS AND REQUIREMENTS:

EDUCATION, EXPERIENCE, CERTIFICATION AND/OR LICENSES:

  • At least 3 years of work experience in Human Resources, with a focus on talent acquisition and onboarding preferred.
  • Bachelor’s degree in Human Resources, Business Administrator or related field, or equivalent work experience.
  • Workday HCM and Recruiting experience. Demonstrated experience with HRIS systems, including recruiting, onboarding and learning modules.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Understanding of HR functions, policies, procedures, and talent acquisition processes including job requisition, candidate sourcing, selection, and onboarding, along with compliance with hiring regulations.
  • Familiarity and expertise in utilizing HRIS systems, particularly Workday HCM, for recruiting, onboarding, and learning content management.
  • Strong interpersonal skills to collaborate with hiring managers, HR business partners, external agencies, and other stakeholders while maintaining professional communication
  • Strong written and verbal communication skills
  • Ability to prioritize tasks effectively, meet deadlines, and manage workload efficiently in a fast-paced environment
  • Ability to manage data accurately, ensure compliance, and perform data analysis
  • Ability to use Excel functionalities to identify and solve problems and provide data-driven solutions. Proficiency in using Excel for extensive data analysis, including sorting, filtering, and manipulating large datasets.

Machines, Tools, Equipment, Electronic Devices and Software:  :  Proficient in Microsoft Office suite (Outlook, Word, Excel, PowerPoint), video conference technology (Zoom, Microsoft Teams)
