Job Summary

Department Purpose

The CNPRC is an Organized Research Unit that conducts interdisciplinary research programs on significant human health problems where nonhuman primates represent the animal model of choice. In addition to its major research efforts, the CNPRC is also committed to UC Davis and NIH missions of teaching and service.
The CNPRC is comprised of approximately 300 full-time equivalents (FTEs) that include Core Scientists, academic appointees, senior professionals, managers, supervisors, staff, student employees, post-doctoral fellows, GSRs, trainees/residents, and student volunteers/interns. In addition, the CNPRC has employees in various UC titles that are appointed at other UC Davis departments and campuses as well as staff on-site from other institutions. UC Davis/CNPRC staff are represented by CX, UPTE: HX, TX, RX and ASFME: SX, PX, and UAW bargaining units.

 

Job Summary


Under the direction of the Associate Director of Administration, oversee and manages the day-to-day centralized Human Resources (HR) operations and HR strategy for the California National Primate Research Center (CNPRC). This individual will provide counsel to faculty, staff, and students regarding human resources and payroll functions, risk assessments, and compliance management. The incumbent will provide strategic and analytical support to individuals within the organization and partner with campus units to ensure a high level of customer service and efficiency within the center. The overall goal is to develop and implement a solid strategic human resources plan that is aligned with the business and research needs of the CNPRC, to carry out duties in alignment with community values and principles, and to be a resource for employees. The HR Manager will identify opportunities for organizational process improvements and ensure that all employees are following policies and uphold the principles of community. The HR Manager will implement continuous process improvement and continue to advance the mission of the center, and will serve as a team member on committees to advance the Diversity, Equity, Inclusion, and Justice mission of the organization.
The incumbent will serve as a primary liaison on HR related activities in partnership with Office of Research HR, Employee Labor & Relations, Benefits, Employment Services, Compensation, Workers’ Compensation, Disability Management, and Occupational Health offices. The HR Manager will provide confidential professional senior-level Human Resources consultation, analysis, advice, planning, and management in the areas of employee and labor relations, organizational development and change management, and the fiscal impacts/business plans involving proposed personnel changes for staff, academic appointees, and postdoctoral fellows/Graduate Student Researchers (GSRs). They will routinely meet with academic leaders, scientists, and Center members to keep all apprised of HR activities and to provide customized training to the community (as deemed appropriate). Moreover, they will represent the Center in investigating, answering, and responding to grievances or complaints and HR-related issues.

PHYSICAL DEMANDS

  • Work at a computer for extended periods of time (6-8 hours per day). 
  • Lift and maneuver boxes and supplies weighing up to 35 lbs. 
  • Lift, bend, and squat periodically. 
  • Working in animal areas or hazardous areas where protective clothing must be work worn for extended periods of time including: gown, coveralls, gloves, masks, face shields, goggles, sleeves and head covers.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Bachelor’s degree in Business with concentration in Human Resources, Human Relations and/or Organizational Management, Business Administration, or other closely related field.
  • Management experience to oversee centralized HR operations that include customer support, payroll/salary administration, employment, compensation, and climate/culture management.
  • Experience with process improvement, customer service delivery, and protocol and procedures development with a focus on personnel management including recruitment and selection, salary administration, employee and labor relations, and regulatory requirements that impacts terms and conditions of employment.
  • Experience with management of risk and compliance administration pertaining to employment. Experience with Benefits and Risk Management policies and procedures, to include health benefits, short and long-term disabilities/ADA, FMLA and Workers Compensation.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Skill to develop effective working relationships with managers, supervisors, campus HR and other campus units
  • Communication skills to express ideas clearly and to train large and small groups for the purpose of enhancing organizational effectiveness, or as an instructor for professional development classes and writing skills to produce clear, well organized, concise, analytical reports, guidelines, procedures, and/or disciplinary memos as well as copy for correspondence.
  • Knowledge to assess performance and communication skills to provide accurate and timely feedback, resolve problems/conflicts, and build effective team environment.

 

PREFERRED QUALIFICATIONS

Preferred Education/Experience:             

  • Master’s degree in Organizational Management or PHR/SPHR and/or other HR/Business professional certifications.
  • Progressive/increased responsibility and experience managing/working in a human resources environment in a large complex organization with applied experience in human resources practices, policies, and procedures.
  • Experience in strategic planning, developing, managing, and executing short and long term goals/plans. Ability to develop policies and procedures without assistance and provide guidance to others.
  • Experience in applied employment law and its application within the organization.
  • Experience in mediating differences between people and organizations, explore options for mutual gain, and resolve issues to the satisfaction of those involved when possible.
  • Experience using software such as MS Word, Excel, e-mail, calendar, and other computer programs to produce documents, forms, reports, and spreadsheets.
  • Proven experience in implementing HR initiatives and processes that yield positive results and high levels of credibility within an organization.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Applied knowledge of state and federal laws and regulations pertaining to employment, wage, and hour (compensation), employee relations, employee benefits, employee health, affirmative action/equal opportunity, employee development and other human resources functions. 
  • Superior interpersonal and communication skills; ability to communicate at all levels of employee populations and ensure confidentiality. Strong negotiation and influencing skills. Strong business orientation: balances need of business and employees.
  • Understanding of organizational and interpersonal dynamics with the skill to perceive conflict in business settings and develop strategies to avoid and/or deal with conflict. 
  • Skills to recognize and handle difficult/unpleasant situations and/or individuals, including distraught/agitated employees, and act as a conciliator and mediator to resolve conflict.
  • Applied knowledge and understanding of grant administration from a HR/staffing and effort perspective, preferably at a large academic research institution with a focus on effort and payroll compliance of post-award administration.
  • Knowledge of UC systemwide and UC Davis personnel policy, procedures and practices, and Collective Bargaining agreements between the University and various unions. 
  • Ability to acquire working knowledge of employee and labor relations practices in higher education, procedures, and law, in a HEERA collective bargaining environment. Knowledge of UC systemwide and UC Davis academic and staff personnel policy, procedures and practices and interpreting, applying, and communicating UC Federation personnel policies and processes.
  • Ability to develop training programs, develop presentations, and conduct training sessions to individuals and groups.
