Job Summary

Department Purpose

The Office of Research (OR) serves as the catalyst for advancing the research mission at UC Davis. The OR currently oversees 29 research units and 15 Administrative Units with annual expenditure and recharge income in excess of $185 Million. In addition, OR oversees several administrative units, the campus-wide Research Core Facilities Program, the Animal Use & Care Program, and the Campus Managed Funds program to advance research.

Job Summary

Under the general supervision of the Director, Human Resources, and as directed by the Lead Senior HR Specialist, provide professional analysis, consultation, advice, and interpretation on organizational and human resources planning, policies, procedures and internal protocols for the staff and management in the Vice Chancellor’s Office of Research (VC-R). Provide guidance to AVCs, directors, associate directors, managers, supervisors and staff in their efforts to meet the overall research mission of their units and VC-R.

Responsible for supporting the full scope of HR functional areas for units in the Office of Research including, but not limited to talent acquisition, compensation, employee and labor relations, training and development, and performance management. Interpret human resources policies and procedures and union contract language with a goal to provide analytical support and guidance which will lead to effective programmatic decision making. Actively engage in organizational reviews and conflict management to minimize risks and deliver results.

Provide strategic and analytical support to unit directors. Assist with and/or develop strategies for complex human resources matters. Advise and counsel managers and employees on projects and plans that achieve desired results in compliance with employment laws, regulations and best practices. Offer balanced support to managers and employees to defend their respective rights ensuring compliance with policy, employment laws, union contract, and internal protocols. In consultation with the Lead Senior HR Specialist, act on behalf of Director, Human Resources demonstrating a complete understanding of the situation and ability to move between intuitive and analytical approaches to implement alternative solutions. Create analyses to answer questions and resolve matters. Ensure that all actions are compliant with policies and employment laws. Work with Director, academic personnel & OR leadership to process academic staffing actions and support other academic initiatives. Serve as mandatory reviewer for personnel actions.

Sole HR support for Mouse Biology and Animal Care Programs, two high- level highly regulated facilities on the Davis campus. Envision and understand the overall impact of each program on the research endeavors across the campus. Provide strategic guidance that includes ethical practices while achieving the desired results.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:           

  • Experience applying the principles and practices of human resource management and organizational development in a complex environment.
  • Experience working as an HR professional in a union environment effectively interpreting and applying policies, procedures and collective bargaining agreements, as well as employment requirements and regulations related to state and federal labor laws, ADA, FMLA, Affirmative Action, and workers compensation.
  • Experience providing professional advice and guidance on Human Resources best practices across all levels in an organization.
  • Experience developing, editing and/or providing guidance on moderate to complex position descriptions, vacancy listings, and recruitment search plans, facilitating recruitments, and managing on-boarding procedures for new employees.

Minimum Knowledge, Skills, and Abilities (KSA) :

  • Interpersonal communication skills to interact with individuals of varying backgrounds and perspectives clearly and effectively in a variety of scenarios to resolve problems and sensitive issues.
  • Analytical and critical thinking skills to research and evaluate complex information and/or situations in an objective manner, forecast impact of potential action, and develop logical conclusions and recommend solutions or take actions.
  • Oral and written communication skills for individual, group or formal presentation settings, establish, interpret, and implement diverse policies and procedures write reports, proposals, protocols, correspondence, policies and procedures, and other projects; and edit copy for correct grammar, spelling, and punctuation.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:            

  • Experience with UC Davis policies and procedures and collective bargaining contracts for academic, staff and student appointments.
  • Experience preparing academic federation personnel actions.

Preferred Knowledge, Skills, and Abilities (KSA) :

  • Advanced computer skills and proficiency using spreadsheets, word processing, database and presentation software applications.
  • Knowledge of and experience conducting research via the internet.
  • Knowledge HRIS and employment systems.
