The purpose of the Migrant Recruiter/Advocate consultant is to support high quality, comprehensive, and collaborative educational programs for migrant children and youth.  The individual selected for this position must live and work in the assigned Northwest MO Region serving the counties of Adair, Andrew, Atchison, Buchanan, Caldwell, Carroll, Cass, Chariton, Clay, Clinton, Daviess, DeKalb, Gentry, Grundy, Harrison, Holt, Jackson, Linn, Livingston, Macon, Mercer, Nodaway, Platte, Putnam, Randolph, Ray, Schuyler, Sullivan, Worth, and others as needed or assigned.

EXPECTED OUTCOMES

The expected outcome for this effort is to identify and address barriers so that migrant students fully benefit from the same free public education provided to other students, and to ensure that migrant students may meet the challenging Missouri academic content and achievement standards at the same levels as their peers.

SPECIALIZED EDUCATION

Migrant Recruiter/Advocate will have the following education:

o   College degree in a social service area, OR high school diploma and a minimum of 5 years relevant experience.

SPECIALIZED SKILLS

Migrant Recruiter/Advocate will have the following skills:

o   Bilingual (Spanish, French, Karen, Swahili preferred).

o   Ability to work independently, including extensive travel throughout the state.

o   Ability to complete and maintain documentation integral to the position.

SPECIALIZED KNOWLEDGE/EXPERIENCE

Migrant Recruiter/Advocate will have the following knowledge and/or experience:

o   Familiarity working with migrant, immigrant, and refugee populations.

OVERALL PROGRAM ACTIVITIES

Migrant Recruiter/Advocate will:

o   Follow up on parent surveys.

o   Conduct continuous identification and recruitment (ID&R) in region.

o   Distribute materials (learning kits, out of school youth (OSY) bags, etc.).

o   Conduct OSY mini lessons.

o   Provide support and advocacy services.

o   Connect students to existing services.

o   Organize and investigate H2A orders.

o   Clerical duties, as necessary to ensure efficient program documentation.

PLANNING/COMMUNICATION/COLLABORATION ACTIVITIES

o   Liaise with English Learner (EL) Instructional Specialist and school districts.

o   Liaise with community partners.

MEETING/CONFERENCE ACTIVITIES

o   Assist with parent engagement activities and parent advisory council (PAC) meetings.

REQUIRED TRAVEL

o   The Migrant Recruiter/Advocate is expected to travel up to 75% of the time statewide as needed.  The Migrant Recruiter/Advocate must be have a valid MO drivers license.
