ORGANIZATIONAL SUMMARY:

The Department of Internal Medicine is the largest and most complex Department in the Morsani College of Medicine, with over 26 Divisions, Programs, and Centers/Institutes, total human resources in excess of 1,000, and an annual all-source budget in excess of $143,000,000. The Department's ongoing growth includes the restructuring of Cardiovascular Sciences from a separate Department to a Division, support of the microbiome initiative, and the execution of clinical, research, and education initiatives focused on COVID-19 and emerging infectious diseases. The mission of the Department is to rank among the elite in the nation in the areas of education, research, and patient care. The Department provides education and training for a diverse group of medical students, residents, fellows, and health personnel from USF and throughout the world. The Department's research activities are numerous and involve both basic and clinical research activities in all subspecialties of Internal Medicine. Our NIH funding has been in excess of $120 million over the past three years. Patient care occurs in our affiliated hospitals (including Tampa General Hospital, H Lee Moffitt Cancer Center and Research Institute, James A Haley VA Hospital, and Florida Hospital), as well as our state-of-the-art ambulatory health care centers. The Department also provides healthcare support and services via contractual arrangements with many diverse organizations. The US News & World Report's recent rankings of our subspecialties include Nephrology at 18, Gastroenterology at 24, and Primary Care at 67.

POSITION SUMMARY:

The Department of Internal Medicine is seeking a qualified, motivated business analyst with combined skills in management, finance, research, and data analysis and manipulation towards the overarching goal of improving operations of the Department. The Budget Analyst will compile budgetary data, produce clear budget reporting documents, and make incisive recommendations to reduce waste and support overall business objectives. Your analysis is a crucial piece of achieving larger financial obligations and objectives, necessitating superb attention to detail and analytical skills. Our ideal candidate has prior experience with budget management, forecasting, compliance, and financial reporting.
RESPONSIBILITIES:

Business Analysis: Analyzes, interprets and develops revenue and expenditure projections for the use in preparing operating and capital budgets, forecasts, schedules and other management reporting information. Prepares balance sheets and income statements on a regular basis that are used for internal operational reporting. Aids in budgetary monitoring and spending to keep department/divisions within established budget target margins. Defending budget recommendations with data and evidence-based analyses. Participate in variance analysis. Present findings to Department Leadership.
Transactions: Manage Vendor Contracts, invoicing and payments. Follow up with clients, suppliers, and partners as needed. Travel management, reimbursements, purchase orders and asset requisitions. Collect time sheets and contractual invoices for processing.  Record accounts payable and accounts receivable. Update financial spreadsheets with daily transactions. Comparing financial records to actuals represented in financial accounting systems for reconciliation and accuracy. Journal Entries, accrual management, expenditure transfers. Reconcile ledger transactions to departmental transactions and complete monthly reporting. Aid in payroll processing and will monitor/track salary expenditures.
Fund Administration: Process Check requests, Purchase Orders, Capital Equipment and/or travel for foundation accounts. Monitor expenditures and reconcile. Adherence to established foundation fund purpose. Aid in completion of endowed chair annual reports and budget requests. Aid in event planning and processing. Maintain files and documentation for auditing purposes. Aid in the establishment of new funds. Aid in writing thank you letters to donors and annual reports.
Services as the Liaison for Medical Education offices to ensure appropriate payroll distributions, financial monitoring and tracking, and expenditure tracking occurs with annualized education budget allocations for the Department. Entails invoice processing, rent invoices, and reimbursements.
Creation of Standard Operating Procedures (SOPs) and training manuals on best Departmental Practices.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:

This position requires a Bachelor's degree in business or a related field, with at least two years of experience in a business analysis or project management role. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.
PREFERRED:

Bachelors degree in Business, Finance, Accounting or other directly related field plus three years business administration experience or Masters degree in Business, Finance, Accounting or other directly related field plus one year of business administration experience. Experience in healthcare and in academic medicine with a physician practice plan preferred.  Excellent verbal and written communications skills. Thorough understanding of accounting and budgeting principles and practices, statistical methodology, generally accepted accounting principals (GAAP), and generally accepted auditing standards.
SPECIAL SKILLS/TRAINING:

Ability to interpret financial data contained in reports and ledgers. Ability to present clear and concise administrative an financial reports. Ability to skillfully perform detailed statistical analyses of budget activities. Excellent verbal and written communication. Proficient in accounting software and Microsoft Office Suite.
