DEPARTMENT OVERVIEW
Library Operations is part of Planning and Resource Management (PRM) in the University Library. PRM is the administrative arm of the University Library and exists to advance the Library's mission by providing an effective resource management infrastructure. Operations has responsibilities in building coordination, facilities management, building security, project management, vendor communication, and many other areas. Operations team members adhere to and support the UC Santa Cruz Principles of Community.
The UC Santa Cruz Library, founded in 1965, shares with other academic libraries a commitment to intellectual freedom and the widest possible access to information. We have mutually beneficial partnerships with libraries at other University of California campuses, California State Universities, community colleges, and public libraries. The University Library strengthens the UC Santa Cruz academic enterprise by providing, presenting, and preserving a wide range of information resources. We utilize innovative approaches in working with faculty and students to help them discover, use, manage, and share the array of information that supports their research, teaching, and learning.

JOB SUMMARY
Under general supervision, the Head of Operations provides building and operations technical assistance to the Associate University Librarian for Planning and Resource Management (PRM). Works collaboratively with University Library Departments, campus departments, and outside vendors in developing solutions for operational issues related to the use of the University Library buildings (including off-campus sites), equipment, furnishings, and systems. Provides support to Library Administration regarding building plans, project management, building security, and telecommunications. Analyzes complex facilities problems and determines responses and innovative solutions. Has signature authority for several budgetary line items (e.g., building maintenance and renovation; public furnishings; supplies; telephone and network communications; mail services; and transportation). Acts as a staff resource to various internal and external committees for building and space-related issues. Acts as the Building Coordinator and landlord representative for McHenry and Science & Engineering libraries in the Campus Disaster plan and all security system issues. Handles emergencies as they arise and is required to respond to such requests after normal hours. Supervises and develops performance measurement standards for Library Operations staff. Represents the Library on various campus committees associated with building issues and/or compliance.
APPOINTMENT INFORMATION
Budgeted Salary: $80,300 - $93,400/Annually. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES
40% - Building Planning and Consultation
  • Develops and manages the technical planning, design, fabrications, alteration, systems installations, renovation, and modification of the library physical structures.
  • Works closely with Department Heads to define projects.
  • Coordinates tasks essential to the occupation of new or renovated facilities, and installation of new furnishings or new technologies.
  • Works with the Physical Planning Development and Operations (PPDO) to define and develop project documents and estimate costs.
  • Recommends projects with documentation and cost information to library management.
  • Provides project funding estimates, provides planning, logistical, and technical support; coordinates project scheduling and facilities implementation of work.
  • Oversees projects through to completion.
  • Maintains lines of communication with affected parties.
  • Plans and implements library-wide space moves of staff and services. Plans and schedules extensive unit moves of office furniture and equipment.
  • Updates electronic space planning documents as required by the campus and UC Office of the President.
  • Provides technical support and campus representation during design and building phases of library renovations or new building construction.

30% - Facilities Operations
  • Maintains a safe, functional, and aesthetically pleasing work environment and furnishings for the operations of the University Library.
  • Oversees staff who coordinate building maintenance, safety, and security.
  • Serves as liaison between the library and PPDO to request services and negotiate funding to identify and correct building-related problems and obtain access to other maintenance programs or campus funding sources.
  • Serves as the liaison with the following campus agencies: PPDO; Environmental Health & Safety; Fire Department, University Police, Campus Security Team, and all outside vendors, contractors, workers, and craftspeople for library-related building projects and facilities operations.
  • Acts as Building Coordinator and Landlord for Science & Engineering and McHenry libraries in the campus disaster plan, and for coordinated access to the building. Serves as a member of the Library Emergency Response Team and handles emergencies as they arise and is required to respond to such requests after normal hours.
  • Reviews fire code and safety inspection reports for Science & Engineering and McHenry Library facilities and ensures that users are notified of violations and the Fire Department is contacted for clarifications when necessary. Follows up with users to ensure compliance. Responds when necessary to rectify unsafe conditions within and around both libraries.
  • Assures that the McHenry Library receiving department remains properly staffed, secure, and open for business daily.

20% - Security Administrator
  • Responsible for the implementation, maintenance, and administration of the library's electronic door access security system, C-Cure 9000.
  • Maintains the brass key system in Science & Engineering and McHenry libraries which includes managing a key inventory database, issuing and returning keys to library staff and other campus units as needed, developing key schedules for both buildings compliant with campus lock shop policies, keeping building keys secure and organized.
  • Troubleshoots, maintains, and follows up on repairs for all doors and locks alone and in conjunction with the campus lock shop.
  • Acts as a University Library representative on security issues for the University Police, campus physical security team, ID card services, and other campus departments.
  • Develops policies regarding access and protocol and how the library's guidelines fit into the evolving campus security model.

5% - Network and Voice Communications
  • Processes requests for network and voice connections.
  • Oversees the overall analysis and approval of requests for data, voice (telephone), and voicemail installations.
  • Approves and maintains documentation for voice jacks and data jacks in the library's buildings.
  • Works with Information and Technology Services (ITS) in providing overall planning support for changes in the library's data network.
  • Coordinates major alterations to the building wiring infrastructure with ITS.
  • Participates in all project planning teams and decision-making.
  • Receives and approves all project plans and provides general technical, tactical, and logistical support during the construction, cutover, and wreck-out phases of the project.
  • Ensures that documentation and plans of work performed on building systems are maintained and kept current.

5% - Administration and Supervision
  • Supervises and leads Operation Unit staff members.
  • Recruits, hires, and trains a diverse workforce. Provides effective leadership and monitors unit workloads; requests additional resources as appropriate.
  • As requested by the university and library standards: Evaluates the performance of department staff, makes recommendations for salary increases, develops and reviews job descriptions, coaches and motivates staff, and documents corrective actions when necessary. Sets the Operations Unit's priorities, standards, goals, and assignments in concert with the library's goals and objectives.
  • Provides overall management, supervision, and leadership for the staff responsible for mail distribution, materials management, equipment management, moving services, building signage and graphics, and student employee management.

REQUIRED QUALIFICATIONS
  • Bachelor's degree in related area OR equivalent experience / training.
  • Demonstrated efforts toward creating a just and inclusive working environment, and a sensitivity for ways that racism, ableism, and sexism appear in work environments.
  • Thorough understanding of building space planning, mechanical and ergonomic safety standards, codes, capacity, security, fire safety, organization and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
  • Strong project management experience with an emphasis in facilities management, facilities design; and/or architecture.
  • Excellent interpersonal skills including good service orientation and effective problem solving.
  • Demonstrated experience with multitasking, effective prioritization of daily activities, and proven ability to meet deadlines.
  • Experience managing data and voice communications infrastructure and associated applications and equipment.
  • Strong leadership skills sufficient to supervise, motivate and coach others in a technical/administrative unit.
  • Ability to develop and interpret planning documents, present information, communicate complex project details and technical concepts.
  • Strong writing skills to produce analyses, alternative proposals, reports, cost details, unit policies and procedures, functional goals & objectives, agreements, training documents, performance reviews, etc.
  • Strong critical thinking skills to provide analyses, recommendations, and problem solving at various levels of the organization.
  • The ability to read and interpret schematics, working drawings, and blueprints.
  • Experience in a computer-reliant work environment and the ability to learn specialized software.
  • Familiarity with electronic security and brass key systems.

PREFERRED QUALIFICATIONS
  • Technical knowledge of the operations of a university library's facilities, systems and functions.
  • Experience using project planning software, Filemaker Pro, and CAD-based software.

SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to pass a pre-employment criminal history background check.
  • Must possess a valid license to drive in the state of California.
  • Ability to work long periods of time at a computer with or without accommodation.
  • Must have the ability to: operate a vacuum, floor scrubber, and polisher; use cleaning chemical compounds; perform essential custodial duties including dumping bags into dumpster or moving equipment and materials with or without accommodations.
  • Ability to work in conditions of variable temperature/weather with possible exposure to strong, unpleasant odors, high levels of noise and vibrations, and exposure to dust and allergens.
  • Ability to ascend/descend ladders with or without accommodation.
  • Ability to conduct outdoor site visits, including use of required personal protective equipment, as required to conduct investigations, inspections, or view work in place.
  • Ability to sustain exposure to dusty, noisy environments and inclement weather as necessary to carry out assigned duties and responsibilities.
  • Ability to safely perform the physical requirements necessary to move light to moderate objects up to 60 lbs., with or without accommodation.
  • The selected candidate will be required to work primarily on campus, with periods of remote work possible based on operational needs. If a hybrid work schedule is confirmed, the selected candidate must be able to work successfully from a home/remote office and be able to fulfill the requirements of the UCSC telecommuting agreement.
  • Ability to work a variable schedule including evenings and weekends.
  • Ability to respond to emergencies after hours as necessary.
  • Selected candidate will be required to complete training within established time frames as directed including UC compliance training.
