The mission of California Sea Grant is to maximize the contribution of universities and affiliated institutions to the wise use of the sea's resources and the meaningful defense from its hazards through research, education, and advisory services for the benefit of the state and the nation. The Business Office, housed at Scripps Institution of Oceanography is a decentralized administrative staff with the purpose of executing policy guidance, providing leadership in program management, and developing and coordinating new and existing projects. This office is the statewide focal point for Sea Grant in California and exists to ensure high quality program activities and productivity, to encourage intercampus cooperation and coordination in the development and conduct of program activities and to encourage extramural coordination and cooperation among the universities, marine industries, and governmental agencies with marine-related responsibilities.

Under general supervision, the Fund Manager serves as a member of a team responsible for the accounting activities of a large statewide program with research projects, fellowships, and extension services based throughout California. Responsibilities include the full post award administration of the department’s administrative, research and fellowship accounts from initiation through closeout in accordance with the policies and procedures of the University and funding agencies. Establish and maintain internal bookkeeping systems for monitoring budgetary/financial activities. Prepare financial reports, statements, agency invoices, and other special purpose reports. Review and approve invoices for payment, authorizing appropriateness of expenditures, availability of funds and applicable funding restrictions in accordance with University and agency guidelines. Create and revise Conditions of Award documents to comply with agency requirements. Maintain the sponsored projects files and FileMaker Pro Management database along with the eSeaGrant proposal management database in accordance Sea Grant guidelines. Analyze fiscal problems and determine the use of appropriate methods to correct discrepancies.

The Fund Manager will serve as the department Purchasing and Travel Card Administrator, ensuring the appropriate use of cards and funds by department employees, maintaining internal controls, adhering to University and agency policies and procedures, and making sure that all expenses get reconciled in a timely manner.

Responsible for preparing and processing travel and entertainment reimbursements, generate monthly fellowship stipends and health insurance reimbursements, process and reconcile other types of payments and reimbursements, and maintain department spreadsheets and files for California Sea Grant's many research and fellowship awards. Serves as the back-up department Timekeeper as needed.

Additional Complexity/Workload Responsibilities: California Sea Grant is a quasi-funding agency and funds /supports research projects based at other universities and research institutions around the state, including conducting requests for proposals, project selection, and full post-award administration of all funded projects. Many of the projects have a cost-share requirement, which requires complex management using Oracle.

  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.

  • Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to perform moderately complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

  • Demonstrated skill in collecting and analyzing cost data, equipment pricing, foreign and domestic travel pricing, and preparing detailed budgets. Ability to review accounts in relation to shifting income/expenditure, audit spending trends, analyze statements for balance of funds, provide projections, audit for appropriateness of expenses against agency regulations, and make sound recommendations for budget adjustments.

  • Ability to manage a high volume of transactions. Proven ability to prioritize heavy workload and meet deadlines despite constant interruptions and competing deadlines.

  • Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Strong interpersonal communications skills both oral and written. Ability to interact effectively and constructively with a wide range of changing personalities in person, over the phone, video conferencing, instant messaging, and via email exercising tact, diplomacy, and confidentiality with emphasis on flexibility and professionalism.

  • Demonstrated ability to independently follow tasks through to completion and to take ownership of work performance. Strong concentration skills required and ability to deal with constant interruption and changing priorities.

  • Ability to maintain and keep information strictly confidential.

  • A background check is required.

Pay Transparency Act

Annual Full Pay Range: $61,800 - $108,000 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $29.60 - $51.72

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
