Job Summary

Under the general direction of the Associate Vice Chancellor / Chief Business Officer – Finance & Administration, the Financial Manager is a critical member of the Student Academic Affairs (SAA) and the Graduate Division (GD) SAA/GD Business Office team, who oversees all fiscal resources, budget development and monitoring, operating forecasts, financial reporting and analysis, decision support, internal financial controls and compliance including general ledger review and verification, and various other fiscal responsibilities for Student Academic Affairs (SAA) and the Graduate Division (GD).

  • SAA is comprised of the following areas:  Vice Provost’s Office (VP Office), Office of the Registrar (OR), Institutional Research (IR), Student Information Systems (SIS), Student Financial Services (SFS), Educational Technology Services (ETS), Student Life (SL), Student Disability Services (SDS), Office of Career & Professional Development (OCPD), Learning Resource Services (LRS), International Students & Scholars Office (ISSO), and Student Health & Counseling Services (SHCS).
  • GD is comprised of the following areas from a financial management perspective:  GD administration including Diversity, Equity & Inclusion (DEI), Office for Postdoctoral Scholars (OPS), GD student support programs, and GD student recruitment programs.

The Financial Manager plays a critical role in supporting and maintaining the operations and financial integrity of the SAA and GD units.  This position advises the AVCs and Directors of each respective unit regarding the unique considerations for their budget and fiscal operations, and requires the highest level of ethics and professional standards to handle highly sensitive matters with tact and sound judgment. It has a high level of independence and requires a comprehensive knowledge of technical concepts, practices and procedures in the areas of budget development, financial planning and analysis, accounting and financial reporting, including the design and management of financial data and systems. 

The Financial Manager performs all monthly general ledger verification review and approval for SAA and GD (excluding SHCS, which is coordinated with the SHCS operations manager), performs journal entry review and approval for all workflow from the SFS and GD financial analysts and other departmental journal preparers, and is both an initiator and approver as necessary for UC Path funding entry and direct retro (salary cost transfer) requests.  This position serves as Access Administrator for all SAA and GD, including setup & monitoring of access for all staff to the following applications: PeopleSoft (Journals, RAS, Query Tool, etc), Hyperion Planning / UPlan, MyReports (financial and HR roles), UC Path (funding entry and direct retro roles), ODS, BearBuy, Hitachi, GL Verification tool.

The Financial Manager develops and maintains budgets and reporting across a broad range of different activities in order to assist unit leaders, the AVC CBO and Vice Provost / Dean with

meaningful decision support.  In addition to general operating expense activities related to both payroll and non-payroll across all units, the Finance Manager is responsible for maintaining budgets, reporting, and assisting unit leaders with other unique activities.  Examples of these unique activities include sponsored projects (private and Federal), state funded initiatives with specific reporting requirements, multiple recharge operations with a range of unique service types, sales & service activities, gifts and endowments, student governments and registered campus organizations, classroom improvement projects, a range of programming and event activities, unique payroll considerations related to student work-study, graduate student researcher appointments, and postdoctoral supplemental pay, etc.  The Financial Manager also supports the SHCS operations manager with unique and complex considerations and analysis related to the SHCS clinical operations and evolving fee and revenue components specific to student primary care, mental health services, and the Student Health Insurance Program.

This position is also the lead financial analyst for the following campus-wide student fee related activities:

  • Student Services Fee (SSF) activity: including primary financial analysis and budget development support for the Chancellor’s Student Services Fee Advisory Committee, analysis and reconciliation of actual fee revenue across the various sub-sets of enrollment / fee types.  This position serves as a subject matter expert in providing support to SSF-funded departments and support to the Budget Office with review and confirmation of SSF funding allocations, associated return-to-aid, fiscal close oversight and coordination, and campus-wide SSF reporting.

Self-supporting program fee activity (for all degree and certificate programs, with many unique fee structures) related to student services assessments:  including analysis to support underlying cost-basis for SAA and GD student services and presentation to Budget Office and program administrators as necessary, determination of scope and timing of appropriate student services assessments for new programs, and analysis necessary to determine and record quarterly assessments for all student services components based on actual enrollment for all self-supporting certificate and degree programs.  This involves coordination with administrative and financial contacts for the programs, the Budget Office, Controller’s Office, OR, SHCS and other student services units.  In this capacity, this position also provides support to OR/SIS and the Controller’s Office in regards to the complex structure of student fee components in SIS and the student accounting subledger system to enable the proper

Department Description

The UCSF Student Academic Affairs Business Office in conjunction with the other units in SAA and GD aim is to help professional and graduate learners maximize their professional development and impact by providing them with the services and resources they need to be successful in their academic, training, and career pursuits.

More specifically, the Business Office oversees financial and fiscal matters with a total annual operating of budget of ~$360M across various units that include the Vice Provost’s Office, Graduate Division, Office of the Registrar, Student Financial Services, Student Life, Student Disability Services, Student Health & Counseling, Student Information Systems, Educational Technology Services, International Students & Scholars Office, Office of Career & Professional Development, and Office of Institutional Research. The Business Office also manages over $10015M in student financial aid resources (professional students scholarships/grants, fee offsets, loans, and work study assignments) and ~$187M in financial support for PhD students’ fees, stipends, and travel.


Required Qualifications

  • Advanced Degree (Masters, PhD, JD, MD, etc.) in a related area or equivalent experience/training required
  • Minimum ten (10)  years of advanced financial and accounting experience working with generally accepted accounting principles, general ledger management, financial statement preparation, planning and analysis
  • Expert knowledge of finance policies, practices, and systems
  • Ability to identify, collect, analyze, and report on complex data
  • Expert ability to effectively communicate complex information to management both verbally and in writing in a clear and concise manner
  • Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports
  • Expert interpersonal and consultative skills requiring organizational savvy; expert service orientation and critical thinking skills; attention to detail. Expert ability using organizational skills to multi-task in a high volume environment
  • Ability to adapt to changing priorities
  • Ability to function as a member of a team
  • Expert knowledge and understanding of internal control practices and their impact on protecting University resources
  • Demonstrated experience with financial systems and processes, including design and management of financial data and reporting, general ledger reconciliation, and fiscal close processes

Preferred Qualifications

  • Certified Public Accountant (CPA) with Big Four public accounting experience preferred
  • Academic Institution experience preferred
