The Elliott School of International Affair’s Finance Office is currently seeking a Financial Analyst to collaborate with the Director in developing and managing the Elliott School’s annual budget. The Analyst will play a crucial role in providing financial management and guidance in budgetary operations, implementing financial policies and procedures, and establishing internal controls to ensure full compliance. Additionally, the Financial Analyst will be responsible for effectively communicating quarterly forecasts and budgets, both verbally and in writing, maintaining a professional attitude that fosters collegiality, and reflects the leadership of Finance. The Financial Analyst reports to the Finance Director. This position will regularly interact with Elliott School staff and faculty, as well as university staff. This position will also be responsible for managing special projects.
Duties and Responsibilities:
  • Conduct comprehensive analysis of annual budgets across all fund types incorporating historical data, current activities and anticipated activities to forecast budgets for the fiscal year.
  • Develop strategic plans aligned with the Dean’s objectives and allocate resources accordingly.
  • Maintain and enhance financial reporting system utilizing accounting and spreadsheet software. Continuously evaluate and improve financial reporting systems and processes to optimize efficiency and accuracy. Explore opportunities to leverage technology and automation to streamline financial operations.
  • Prepare weekly, monthly, and quarterly financial reports that are used to monitor/track spending and project ending fund balances and capital expenditures.
  • Generate various financial reports tailored for directors and staff to support informed decision-making. Develop specialized expenditure reports as necessary.
  • Respond to requests and concerns from internal and external offices regarding fiscal transactions, including HEA reports and NSF HERD reports; investigate, analyze, and provide updates on resolved or unresolved problems related to funds, budgets, expenditures, procurement practices, contracts, etc.
  • Coordinate and process invoices, stipends, honoraria, check deposits, journal entries, and labor distributions/redistributions. Ensure prompt and accurate processing of payment requests, collaborating with university departments and recording expenditures in budget spreadsheets with precise allocation. Monitor daily financial operations within the school. Participate in quarterly budget meetings with the Finance Director and department directors. Review p-card statements and reimbursement requests to ensure compliance with approved budgets, identifying and addressing any anomalies or issues with recommended corrective actions.
  • Review and approve expense reports from faculty, staff, students, as well as reimbursement requests to guest speakers. Serve as the School’s primary source on providing information and guidance to faculty and staff regarding the procurement and expense reporting processes.
  • Provide support to management during year-end closing procedures, including but not limited to processing transfers and answering any questions that GW’s Budget Office/Controllership might have regarding revenue, expenditures, fund movement, etc.
  • Provide support to the ESIA Departments and Institutes. Collaborate with the stakeholders to gather data, coordinate activities, and reporting processes. Serve as trusted advisor on financial matters.
  • Manage departmental email correspondence, ensuring timely responses and proper routing of inquiries to the relevant staff members.
  • Support bi-weekly timecard approvals, including verifying accuracy, resolving discrepancies, and coordinating with payroll as needed.
  • Maintain and improve expertise by leveraging various professional development opportunities, attending approved training courses, as well as reviewing necessary literature including University documents.
  • Assist in training ESIA staff and faculty through the development of reference materials and remote sessions.
  • Perform other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

This hybrid position involves a combination of office and remote workdays.
Minimum Qualifications:

Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 2 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

  • Bachelor’s degree in Accounting, Business Administration, or a related field is desired.
  • Demonstrated ability to maintain meticulous attention to detail and effectively manage multiple priorities within a fast-paced environment.
  • Professional experience in analyzing and maintaining fiscal data, including the preparation of comprehensive financial reports, is highly desirable.
  • Proficiency in utilizing Excel, Oracle and Banner platforms is preferred.
  • Ability to understand and interpret University policies and procedures in the areas of finance, payroll, procurement, and sponsored programs is highly desired.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with diverse stakeholders.
