Summary of Duties:

Reporting to the Director of Administrative Services, the incumbent will have substantial responsibility for budgeting and financial data analysis for College of Nursing (CON) academic units and administrative areas. The position supports the Director with administrative, fiscal, and management support through budgeting, financial analysis, special projects, and oversight of day-to-day financial business including managing fiscal support functions for the College and ensuring adherence to University, State, and federal regulations.
Duties include managing annual budget allocations, salary accruals, projections and reconciliation management, business contract and agreement processing, analysis of course fees, service centers, and process improvements.

Job Duties:

Fiscal Management

  • Provides daily, ongoing support with management of the business office.
  • Oversees the approval and processing of revenue, expenditures, and other key financial control documents, ledger and/or account maintenance, and relevant data entry; ensures compliance with university, state and federal policies and regulations, while maintaining appropriate internal control safeguards
  • Implements and administers internal accounting system to track revenue and expenditures as well as internal and external audits for WSU, State, and other external reviews.  Ensures compliance with budgetary and financial policies of WSU of all funding types within the College.

Analysis and Budgeting

  • Compiles and analyzes financial and personnel information for the College.
  • Provides guidance and expertise to faculty, staff and administrators regarding funding practices and processes, policies, rules, and regulations.
  • Possesses appropriate knowledge and ensures the implementation of regulations, audit standards, projecting, and financial reporting requirements to ensure compliance.

Procurement

  • Oversees the procurement of materials, supplies, equipment, and services for the College. Negotiates purchases, contracts, local pricing, and maintenance agreements with vendors and suppliers.
  • Prepares business contracts for review by the Contracts Office or Purchasing Department. Confirms that all terms and conditions are met.

Leadership

  • Motivate staff to achieve peak performance. Evaluate and re-evaluate assignment of responsibilities and recommend adjustments as needed.
  • Ensure the efficient operation and completion of duties by staff. Prioritize workload and responsibilities and adjust assignments, communicate concerns to Director.

Special Projects and Support

  • Supports the needs of the College by providing expertise and assistance on special projects.
  • Prepares reports for college leadership.

Inventory Management

  • Assesses inventory needs on a regular basis and prepares recommendations for replacement and/or on hand levels based on use.

Required Qualifications:

A Bachelor’s degree in business, economics or a related field, and three (3) years of experience directly related to the duties and responsibilities specified. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Additional Requirements:

  • Experience in preparing and reviewing budgets.
  • Experience with general fiscal operations including procurement, travel processing, and inventory management.
  • Demonstrated ability to provide effective customer service to people at all levels of an organization.
  • Ability to work within a team and model a team atmosphere.
  • Exceptional skills with MS Office Excel, Word Outlook, PowerPoint.
  • Ability to occasionally work a flexible schedule to include evenings and weekends.


Preferred Qualifications:

  • Budget and finance experience at a comprehensive research university
  • Experience working with the Washington Administrative Code (WAC) specific to budgeting, procurement, travel, contracts, etc.
  • Demonstrated experience providing financial reports for a complex organization to the organization’s leadership or external oversight agency.
  • Experience with Workday Enterprise Resource Systems or other complex enterprise system for financial, personnel, and payroll tracking.
  • Exceptional time management skills including the ability to adapt quickly to shifting priorities and prioritize multiple completing tasks in a fast-paced environment.

Monthly Salary: $5,456.54-$5,850 per month depending on qualifications and experience.

Individual placement within the range is based on the candidate’s current experience, education, skills, and abilities related to the position. Successful candidates typically begin up to mid-point of the salary range.
