Job Summary

The Finance Manager for Regional Campuses and Expansion Programs reports directly to the Director, Budget & Resource Planning at UCSF SOM Dean’s Office and serves as a key member of the team in the Financial Affairs Unit of the UCSF School of Medicine’s (SOM’s) Dean’s Office. This position requires experience in finance and financial reporting, budgeting, forecasting, analysis, and strategic planning, using professional knowledge and subject matter expertise to navigate through multiple systems and resolve complex issues with organization-wide impact in creative and effective ways and exercising judgment in selecting methods, techniques, and evaluation criteria for obtaining results. In many circumstances, the Finance Manager works on complex issues with little or no precedent where analysis of situations or data requires an in-depth evaluation of variable factors. This position must demonstrate strong abilities in leading change management activities in a complex, matrixed organization environment. The Finance Manager will coordinate all efforts related to finances for the SJV PRIME+ Program across three UC campuses and work directly with leadership at UCSF Main Campus, Fresno Vice Dean’s Office, and UC Merced EVCP office and the Department of Medical Education.

Key responsibilities include the following:

  • Serves as the principal budget and resource planning officer for regional campuses and expansion programs, including the SJV PRIME+ program, and is responsible for leading and managing the multiple components of the financial planning, analysis function, and resource stewardship for the program, including:
    • The annual consolidated budget for the program, including operating, capital, and affiliates budgets;
    • The program’s long-range financial plans, rolling forecasts, sensitivity and contingency analyses;
    • Complex financial modeling and pro formas;
    • Analytical tools and programs to support management and strategic decisions;
    • All funds management for operations and variance analyses;
    • Financial, operational, and productivity benchmarking; and
    • Education/training of administration and faculty leaders on financial results and opportunities.
  • Manages, prepares, administers, and directs control of budget and financial planning resources and operations.
  • Establishes operational objectives and work plans, and delegates assignments to subordinate staff.
  • Reviews and makes recommendations for financial planning and control, including position control, to the SJV PRIME+ leadership.
  • Oversees accounting procedures and operations, including the following:
    • Developing and maintaining production schedules for all accounting transactions processed and/or approved by the SJV PRIME+ leadership, as well as fiscal close activities.
    • Approving complex financial transactions, including journal entries, disbursements of stipends, reimbursements, and purchases for the program.
    • Approving HR actions related to hiring, funding entry changes, and salary cost transfers, as they impact the position control process.
  • Applies best practices and identifies and implements key improvements in budgeting, planning, decision support, procurement, reconciliation, and financial reporting.
  • Develops relationships and liaises across the UC enterprise – Working collaboratively with multiple stakeholders, including coordinating with central campus units, other schools, UCOP, and external stakeholders, etc.
  • Provides financial information to meet ad hoc reporting demands, as well as internal and external reporting requirements.
  • Develops and produces standardized reports and reporting tools with UCSF Main Campus, UCSF Fresno Regional Campus, and UC Merced to ensure timely and accurate funding allocations and financial reporting.

This role will supervise one analyst, conducts annual performance evaluation, supports professional development, and makes recruitment decision.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $136,000 - $222,100 (Annual Rate).

Department Description

The UCSF School of Medicine is a $3+ billion enterprise and the Financial Affairs office is the chief administration unit. The Financial Affairs offices oversees, directs, coordinates, and manages all School of Medicine funds, and all clinical enterprise-related funds flow and transactions. The office serves as the School’s control point for resource planning, finance, accounting and compliance, reporting, and decision support. It also establishes School-wide fiscal policies, processes, and financial reporting, and manages the Dean’s Office budget, reporting, and accounting functions. The office is responsible for the fiscal oversight of 40+ academic departments, organized research units, and programs within the School, and the management of School-wide financial planning, analysis, and reporting process. The mission of the Financial Affairs office is to promote and provide financial expertise, efficient tools and services, responsible fiscal stewardship, and meaningful reporting and analytics, and be a strategic partner to the leadership of UCSF’s four missions: education, healthcare, public service, and research.


Required Qualifications

  • Advanced degree in business administration, with an emphasis in accounting or finance or equivalent experience / training.
  • Minimum 10+ years of directly relevant experience
  • Expert knowledge of and experience in finance policies, practices, systems, finance planning, budgeting, strategic planning, financial modeling, long-range planning, decision support, andoperations metrics of higher education, research, or academic institutions.
  • Excellent ability to identify, collect, analyze, and report on complex data.
  • Advanced ability to deliver training and presentations across a broad organizational constituency and to effectively communicate complex information to leadership both verbally and in writing in a clear and concise manner.
  • Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports.
  • Expert interpersonal and consultative skills requiring organizational savvy; expert service orientation and critical thinking skills; attention to detail. Expert ability using organizational skills to multi-task in a high volume environment.
  • Ability to adapt to changing priorities and competing priorities.
  • Ability to function as a member of a team.
  • Expert knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Demonstrated supervisory and management skills.
  • Experience leading change management activities in a complex, matrixed organization environment.
  • Strong leadership skills, with the demonstrated ability to interact positively and effectively with staff and leaders at all levels within the organization. Demonstrated political acumen and ability to develop and maintain excellent working relationships with stakeholders at all levels of the institution.

Preferred Qualifications

  • Experience with fund accounting
  • Experience with finance/budget in the areas of business development or mergers/acquisitions.
  • Knowledge of UCSF or UC policies, practices, and financial systems.
