Job Summary / Basic Function
The Field Services Coordinator, responsible for State and National Reporting in the College of Education, Arts & Humanities, works closely with the Dean and Associate Deans of the College of Education, Arts & Humanities, the Office of Clinical Experiences staff, and all teacher education and related services programs to assist in PennWest Edinboro’s field experience accreditation requirements. All professional development programs with field experiences leading to PDE certificates in teaching, leadership, and other education related services areas are included.
ESSENTIAL DUTIES:
The Field Services Coordinator is responsible for securing suitable placements for all teacher education programs at PennWest Edinboro. The Coordinator provides overall leadership for all teacher field experiences including student teaching for education majors, resulting in an estimated 450 school placements each year. Placements are arranged for a variety of school personnel candidates and program courses in the Fall, Winter, Spring, and Summer sessions of each academic year. These placements are enabled through articulated agreements with nearly 100 school districts and certified early childhood learning centers in our service area and throughout the Commonwealth.
The Coordinator provides leadership in developing and maintaining partnerships with schools, school districts, and professional development sites. Responsibilities include establishing new and maintaining current cooperative agreements with school districts, contacting school personnel to arrange placements for field students including student teachers, and creating and maintaining data based electronic systems.
The Coordinator uses Anthology, Access, and Excel in collecting placement, performance, and outcomes data. The Coordinator works with faculty members in the Department of Education to determine placement needs as they regard school settings, grade level, content area, days of the week, and times within each day. The Coordinator communicates effectively and clearly with students who are enrolled in courses requiring field placements and with the faculty teaching those courses. Additional data collection includes obtaining individual students’ demographics and incidental data as required. The Coordinator works collaboratively with responsible parties for students’ clearances to monitor compliance before field and student teaching placements are made.
State and National Reporting duties for their individual campus include TIMS, AIMS, PEDS, PDE, Pearson’s and ETS interaction and reporting for the University and compliance with Title II of the Higher Education Act of 1998. Title II mandates annual data collection and reporting about quality of teacher education and PRAXIS/PECT passing rates. The Coordinator maintains an understanding of national Title II law and state administrative guidelines.
The Coordinator supports the Dean, Associate Deans, and Director and staff of the Clinical Experiences Office in maintaining data sets and provides the same to faculty, chairs, and other deans as appropriate. Data collection is ongoing and sources include extant data, student reports, cooperative school personnel reports, and university faculty reports. Report writing based on the variety of questions posed and data collected and analyzed is an expected duty. This person works directly with the Dean and Associate Deans in the College of Education, Arts, & Humanities. The Coordinator must be flexible and able to adjust as needed.
In coordination with the Dean, Associate Dean, and Director and staff of Clinical Experiences, work as a team to coordinate processes and procedures with regard to clinical experiences across the three PennWest campuses and implement Clinical processes and procedures at the PennWest Edinboro campus.
• Coordinate, facilitate, and ensure completion of all student teaching placements and all agreed upon field placements
• Communicate with regional school administration and maintain relationships to ensure placement availability
• Facilitate the articulation agreement process with participating school districts
• Serve as liaison with cooperating teachers, administrators, and other designated personnel in public and private schools and agencies in matters related to field experience and student teaching
• Coordinate the payment of stipends to cooperating teachers
• Resolve local campus student teacher and field related issues and infractions
• Coordinate and implement training for supervisors and cooperating teachers
• Develop and maintain regional partnership activities
• Facilitate the meetings of advisory boards and councils
• Review and provide appropriate input regarding students’ clearances
• Review and provide appropriate input regarding program admission applications and student teaching applications
• Provide local recommendations regarding student teaching
• Collaborate with teacher education departments and related services programs: Early Childhood and Elementary Education, Middle and Secondary Education, Special Education, and Educational Leadership and School Psychology and serve as liaison with students and faculty supervisors in matters related to field experience and student teaching.
STATE AND NATIONAL REPORTING DUTIES:
Serve as an Approved Educator Preparation Program Certifying Officer for the University to approve educator certification applications through:
• Pennsylvania Department of Education Teacher Information Management System (TIMS)
• Participate in authoring reports for PDE, CAEP, and SPAs from the perspective of student teaching and field experiences and support the Department in the same.
• Aid with data collection and report completion for: · Title II · PEDS PDE – Annual report, Initial and Major Review CAEP – Annual report and Self-study
OTHER DUTIES:
• Support and participate in the State System of Higher Education’s Field Director’s Forum to promote effective teaching practices, policies, and procedures for the state, and when necessary provide professional leadership for systematic educational reform
• Collaborate with the Record Keeping Management Technician and Statistician II in the implementation and use of Anthology for use in verifying candidate performance and program completion
• Examine and verify data in the Educational Testing Services, Pearson, and Title II interfaces
• Act as an expert resource regarding student inquiries for Praxis, PAPA & PECT (and other assessments) · Assist with coordination of dual enrollment programs and other school partnership programs
• Supervise the management tech, administrative assistants, clerk typist(s), graduate assistant(s), and student workers as necessary
• Perform other related duties as required.
Required Skills, Knowledge & Abilities
Minimum of Education / TrainingRequired Education Summary
• A Master’s Degree in an Education field and a minimum of three years of experience in K-12 school systems is required
• Strong knowledge of Pennsylvania Department of Education Teacher Certification
• Knowledge and experience with Pennsylvania K-12 public school administration
• Experience with Microsoft Office programs including Access and Excel
• Ability to write and communicate effectively
• Ability to extract and analyze data
• Ability to work as a liaison for multiple academic departments and school districts on behalf of the College
• Ability to travel locally and overnight occasionally for professional development conferences and PDE meetings
Preferred Qualifications
• A terminal degree in Education
• Knowledge of Praxis, PAPA & PECT (and other standardized assessments)

Physical Demands
• Ability to sit for extended periods of time.
• Requires sufficient hand, arm, and finger dexterity to write, operate a computer keyboard, and use standard office equipment.
• Requires visual acuity to read words and numbers.
• Requires sufficient speaking and auditory ability to communicate in person and over the phone.
• Ability to occasionally stand, walk, and reach to retrieve work materials from overhead, waist, and ground level.
