Department Description

The mission of Design and Construction Management is to deliver high quality infrastructure and buildings, create new environments, improve the infrastructure and transform existing facilities which will sustain and advance the campus’ mission of learning, discovery and engagement. Design and Construction Management manages the design and construction of new and remodeled capital projects, with an active project load of over $800 million.



Job Summary

Under the direction of the Associate Director of Project Management – Engineering Project Management (AD-EPM), the Campus Engineer, and in high level coordination with the University Architect, the Project Manager of Engineering Project Management (PM5) is responsible for the delivery of complex capital projects with a high degree of quality within approved budget and schedule parameters. The PM5 is responsible for managing multiple projects with a total budget typically between $30 million and $100 million. Provide a high level of expertise to ensure that the management of capital projects are conducted in accordance with all established policies and procedures both internal and external to Design & Construction Management (DCM). Responsible for the day-to-day management and leadership of specific capital improvement projects of the largest scale or highest complexity. The PM5 has responsibility for the implementation of these projects from programming and design through project completion and warranty. Performs work with a high level of independence.

Recognized as an organization-wide expert. Regularly leads projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organization-wide impact that include formulating strategies and administering policies, processes, and resources.

Serves as the technical expert in field of expertise. Advises senior management and consults with industry professionals in designing, planning and implementing complex, technical systems and / or customized construction features. Exercises independent judgment, and provides guidance as appropriate to lower level Building Project Management Specialists.

Resolves issues / problems requiring specialized knowledge and is widely recognized and consulted by organization staff for expert knowledge in a specific area of expertise, such as “green” building practices, architecture, engineering, infrastructure or other key building components. Serves as technical expert and provides advice and guidance to all levels of management and provides expert technical advice and consultation at all levels in the area of technical expertise.

Responsible for the design, implementation and coordination of complex technical systems, programs, or other customized construction activities within the area of expertise including areas of emerging technology.

Promotes areas of emerging technology consistent with area of expertise through programs and other educational forums, and creates an appreciation for and sensitivity to programs, projects and systems that employ, expand and enhance building projects utilizing new technologies.

Establishes project milestones and schedules, prepares cost estimates, functional studies, construction plans and specifications and monitors for adherence to master plans, budgets and schedules.

The PM5 in this unit focus primarily on infrastructure projects varying in size and complexity from single utility modifications to whole systems retrofits. Project delivery will most often be by construction contract.

WORK ENVIRONMENT

  • Construction sites, physical plant operations and office.
  • Work occasional evenings and weekends as required to meet operational needs. Occasional travel. Employee is personally responsible for following and adhering to safety policies and procedures.

MINIMUM QUALIFICATIONS

Minimum License/Certification:

  • License to practice in at least one of the following professions in California: engineering, architecture, or landscape architecture.

Minimum Education/Experience:

  • Bachelor’s degree and / or equivalent experience / training in engineering, architecture, or landscape architecture and twelve (12) years of experience managing large capital projects, including leading and/or coordinating project teams, and developing and overseeing project budgets and schedules.
  • Extensive experience in construction administration, including monitoring contractor operations, negotiating contractor claims, overseeing inspectors and testing agencies, and resolving technical and procedural issues. Demonstrated expertise in design and construction contracts, contract law, and construction claims procedures.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Advanced project management skills for effectively managing complex projects or specialized components with significant organizational impact. Proven ability to build and maintain professional relationships to achieve program implementation goals.
  • Exceptional written communication skills for crafting clear, concise, and professional reports and correspondence. Proficient in verbal and interpersonal communication, with expert-level political acumen and negotiation abilities.
  • Thorough knowledge of engineering, architectural, and construction practices, along with familiarity with California building codes and regulations. Skilled in directing and reviewing design and construction documents, approving contractor submittals, and resolving field issues during construction. 
  • Financial proficiency in preparing, monitoring, and managing detailed project budgets, evaluating cost estimates, and approving payment requests. Proficient in MS Excel.
  • Comprehensive understanding of design and construction sequencing, including proficiency in preparing, monitoring, and managing detailed project schedules. Familiarity with project management and scheduling software such as MS Project, Primavera, Procore, and e-Builder.


PREFERRED QUALIFICATIONS

Preferred Education/Experience:   

  • Experience managing architectural capital projects in a university campus environment.
  • Experience with a wide range of project types such as research laboratories, classrooms, lecture halls, academic and administrative offices, student housing, food service facilities, recreational facilities, campus planning and infrastructure.
  • Knowledge and experience with the policies, procedures and practices specific to capital project administration for the University of California and the Davis campus.
  • Demonstrated experience with public contracting code. Experience drafting modifications to agreements in coordination with legal counsel.
