The Executive Director (ED) for Employee and Labor Relations (ELR) reports directly to the Chief Human Resources Officer (CHRO) and is responsible for ensuring that the ELR strategy for both the Davis and Sacramento campuses are developed and implemented using a customer-centric focus wherein clients and customers receive timely and accurate information and a service delivery model that meets their needs and exceeds their expectations. The ED is responsible for providing direction, coordination, and consistency pertaining to all ELR activities, including guidance and direction for negotiating, interpreting, and implementing Human Resource policies, procedures, collective bargaining agreements, and all other applicable legislative/regulatory requirements within UC Davis/UC Davis Health. The ED also serves as the primary campus ELR representative at systemwide events such as Oce of the President meetings, bargaining preparation, and all other related conferences, meetings, or events. The ED is also tasked with providing leadership and guidance to a large team of ELR consultants regarding contract language and policy interpretation and application, negotiation, contract administration, planning and formulation of local bargaining strategies, and effective management of all elements of policy, procedures, and legislative/regulatory requirements. The ED is additionally responsible for fostering high ethical standards in bringing forward organizational strategies, fostering positive employee relations, and helping to align people strategies. In partnership with the CHRO, the executive director is accountable as a member of the HR Senior Leadership Team for providing vision, leadership, strategic direction, management, and operational control for ELR on both campuses. The ED must implement and operationalize strategies to assist UC Davis in improving processes and customer satisfaction, maximizing eciencies and effectiveness, and achieving diversity and inclusion goals as well as policy objectives. The ED will attend committee meetings, participate in workgroups and task force meetings as required to keep apprised of university business and ensure proper resources are assigned to programs/projects as required. As needed, the ED will be assigned duties typically associated with the CHRO and may act as a delegate in their absence.

Department Purpose
This position reports directly to the Chief Human Resources Officer and is responsible for all aspects of Employee and Labor Relations, including the workplace violence prevention programs in place at both the Davis and Sacramento campuses. This role is directly accountable for the ELR strategy and ongoing daily ELR operations at all UC Davis campuses, facilities, and associated programs or locations. This position is responsible for developing, implementing, managing, and evaluating all ELR strategies, operations, personnel, and activities throughout UC Davis, which serves approximately 26,000 FTE employees and requires knowledge, understanding, and interpretation of approximately fteen (15) collective agreements for unionized staff, as well as personnel policies applicable to Senior Management, Management, Professional, Support and Academic exempt staff.
Minimum Qualifications

  • Bachelor's Degree in Law, Human Resources, Business Administration, Management or related area.
  • Extensive and increasingly responsible and directly related experience in employee and labor relations in both union and non-union environments, including three years senior management experience in an organization of signicant size, diversity, and complexity.
  • Practical experience in policy development and project and program management.
  • Experience in developing, implementing, and evaluating strategies to align services in a multidisciplinary organization to achieve the utmost eciency and effectiveness.
  • Experience utilizing effective mediation and conflict resolution techniques including union/collective bargaining agreement negotiation experience.
  • Experience with complex investigations.
  • Knowledge of federal, state and local employment laws.
  • Strong working knowledge of all aspects of human resource management and how they connect with employee and labor relations.

Preferred Qualifications
  • A Graduate degree is preferred.
  • Related human resources designation is preferred. Experience in higher education and health care environments.
  • Exceptional communication skills that demonstrate the ability to: translate complex HR matters; liaise with diverse audiences; and collaborate with all levels of the organization.
  • Demonstrated ability to build relationships, establish credibility, and work collaboratively across multiple functions at all organizational levels including union leadership.
  • Demonstrated ability to manage change and create innovative solutions for complex and diverse issues through the use of strategic thinking, taking into account long-term goals assessing options and implications.
  • Leadership skills, including demonstrated ability and comfort with decision making, coaching and teaching, and the ability to inspire and build confidence in others.
  • Ability to manage diverse human, financial and physical resources in a changing and multifaceted environment with diverse, complex and sensitive issues.
  • Ability to identify risks as well as to anticipate and respond to emerging problems, issues and opportunities that are aligned with the strategic and operational priorities of the organization.
  • Proven ability to foster partnerships and achieve organizational goals within a large, diverse organization and managing within a unionized sector.
  • Ability to foster a climate of cooperation and to build solid relationships with public agencies, boards, committees and other partners.
