Job Summary

Job Description
  • Ensures that all budget activities are approved for FMAP (Federal Medical Assistance Percentage), and that they are coded and expensed at the accurate FMAP rates.
  • Researches various topics based off requests given from a section or unit needing identified procurement services.
  • Meets with various department personnel and officials regarding Medicaid budget related activities.
  • Compiles data and proposes budget projections and requests for subprogram studies and proposed legislation; determines programmatic impact and composes response for fiscal statement and fiscal notes.
  • Develops, runs, interprets, trends and disseminates various reports from the state financial system, LaGOV, to manage Medicaid budget and expenditures.
  • Participates in the development and review of Medicaid budgets and works with the APD and procurement team to timely and accurately request enhanced Federal Financial Participation (FFP) funding from CMS for continuance of existing contracts or for new contracts necessary to implement required Medicaid system modernization changes to the systems.
  • Tracks and reports FMAP on all budgetary activities within the Medicaid section.
  • Utilizes business writing skills to support the development of Medicaid budgets and assists the Medicaid Section Chief in drafting communication of the Section’s needs to state and federal authorities.
  • Tracks monthly expenditures against approved federal and state funds and meets with APD and procurement team to provide updates for prior approval if sufficient funds are not available to complete a Medicaid project(s).
  • Participates in meetings for development of new Medicaid Enterprise projects (RFPs or Project Development) to provide input of CMS/state requirements for funding.
  • Participates in the preparation and monitoring of Medicaid budgets ensuring that the section operates within the allocated budget and that all budget-related tasks are submitted timely and accurately.
  • Interacts with Medicaid Section Chief and FMO Section Chief to ensure appropriate information and deadlines are adhered to for performance-based budgeting.
  • Performs weekly, monthly and/or annual budget requests.
  • Updates  policies, procedures, and training manuals for all Medicaid budgetary activities.
  • Other tasks as directed.

QUALIFICATIONS
REQUIRED:

  • Bachelor’s degree or six years of experience in lieu of a degree.
  • Experience with Microsoft office applications, including Excel, Word, SharePoint, and PowerPoint.
  • Strong writing, research and editing skills.
  • Excellent analytical skills, effective organizational, communication and time management skills.
  • Great attention to detail and follow up.
  • Ability to work independently and excellent problem solving skills.
     

DESIRED:

  • Advanced degree.
  • Minimum one year of professional experience with verifying invoice submissions and expense reports.
  • Minimum one year of professional experience working with federal or state procurement guidelines.
  • Minimum one year of professional experience working in all LA.gov systems, Business Objects, ISIS, or PROACT.
  • CFA, CPA, CAIA, FRM, CGMA, CIA or other relevant industry related certifications.
