Description of primary duties and responsibilities:
Primary Purpose of the Organizational Unit:
The Facilities Management (FM) department’s Planning & Construction section is under the direction of the Director of Planning & Construction. The section oversees planning, design, renovation, and new construction of the university’s physical resources. The section manages the Campus Master Plan and Capital Improvement Program by overseeing designer selection, schematic design, design development, and construction-document creation; managing and delivering new construction and facility renovation projects that meet or exceed university standards, client expectations, and building code and regulatory requirements.
Primary Purpose of the Position:

The Engineering/Architectural Technician reports to the Director of Planning and Construction. The position will be assigned as a construction project manager to facilitate successful project delivery on campus renovation and new construction projects. The position performs technical duties to define project scope, budget and schedules; and to support architects, engineers and other design and construction professionals in areas such as construction, materials testing, design, surveys, and program/regulatory compliance.

Description of Work Continued:
Project Evaluation and Procurement – 50%
  • The position is responsible for gathering key project information from multiple internal and external sources, including the client, design consultants, FM staff, and other FSU institutional contacts (finance, security, safety, registrar, etc.).
  • On large or technically complex projects, the Project Manager (PM) will engage with design consultants and will be responsible for contacting the consultants and collecting the pertinent information required for the consultants to perform their work. The PM will have key input to the list of contractors invited to bid, assist consultants with addressing questions, and be FSU’s official representative at bid openings and in contract negotiations leading to contract awards.
  • On smaller projects, the PM will be responsible for most of the duties performed by consultants on large projects and the standard PM duties. This includes preparing project documents, organizing and administering the project bidding and award process, and shepherding the contracts through the FSU procurement channels.
  • The quality of this “front end” PM work on projects, large or small, is the best predictor of successful project delivery. Perform other duties as assigned.

Project Execution – 30%
  • The PM is FSU’s “front line” owner representative for project execution and delivery. The contract documents developed in the evaluation and procurement steps are the official project documents. During the project execution phase, the PM is responsible for:
  • Convening pre-construction meetings with contractors, designers, and campus stakeholders if required.
  • Coordinating the work to minimize disruptions to campus activities and notifying the campus community of impacts and outages required to complete the project.
  • Monitoring the progress of the work to ensure that the work is occurring on schedule and is being installed and executed as specified in the contract documents.
  • Convening and facilitating periodic project review meetings as required.
  • Responding to contractor and designer questions driven by the discovery of unforeseen field conditions or changes requested post-award by FSU.
  • Project budget management, including the review of pay applications and invoices and the management of project contingency.
  • Complete project closeout, including collection and review of operations & maintenance manuals, as-built drawings, coordination of “owner training” where required, and organizing warranty information. Perform other duties as assigned.

Administrative – 20%
In addition to duties directly related to individual projects, the PM has multiple administrative duties as a member of the Planning & Construction section of the Facilities Management Department. These include:
  • Maintaining accurate project status reports in the Planning & Construction status reporting tool.
  • Participation in bi-annual “Open End Design Consultant” solicitation and selection process.
  • Participate in the designer solicitation process on large projects.
  • Training to ensure that project procurement and construction activities comply with UNC System, State Construction Office, and FSU campus policies.
  • Annual training required by FSU on multiple topics.
  • Service on FSU hiring, safety, events, and other administrative committees.
  • Perform other duties as assigned.
Minimum Education And Experience Requirements:
An associate degree in a science, technology, engineering, mathematics, or closely related field. Some positions may require certification. All degrees must be received from appropriately accredited institutions.
A valid driver’s license. Must have and maintain an acceptable driving record, preferably five or more years of driving experience with no more than one minor at-fault accident or violation in the past three years.

Preferred Qualifications:
Preferred experience: 2 years experience with university or college institution with planning, design, and construction background; proficient use of AutoCAD, Banner (financial system), and CAPSTAT.
