Job Summary


Job Summary
The Educational Outreach Counselor is responsible for supporting program implementation and for providing direct services to students participating in the Concord University Upward Bound Program.
The position is responsible for the assisting in participant selection and advising/supporting the educational growth of students during the academic year and summer components of the program.
This position is federally funded by the Department of Education, through the Upward Bound program.

Duties and Responsibilities


Duty/Responsibility
  • Act as a liaison between the target high schools and the Upward Bound staff/faculty.
  • Promote program and recruit UB students.
  • Advise and provide on-site programmatic support to high school students during both academic and summer six-weeks programs, including but not limited to providing educational workshops on academics, career, financial aid, financial literacy, and personal development, as well as assessing participant need and progress assessment.
  • Arrange and coordinate academic support services, including tutoring, study skills, postsecondary application processes, and other academic support services related to grant objectives.
  • Provide counseling, guidance, and instruction to parents, volunteers, site supervisors, tutors, and designated staff.
  • Keep accurate records of participant contacts and all activities.

Duty/Responsibility
  • Organize and participate in instructional and cultural enrichment sessions.
  • Supervise designated summer staff, target school personnel, and academic year tutors.
  • Accurately record weekly data into the UB data base in a timely manner
  • Collaborate with community agencies and share resources
  • Assist in the Performance Reports and other Department of Education Reports

Duty/Responsibility
  • Assist in monitoring UB students through college completion using National Clearinghouse databases, emails, and surveys
  • Assist participants with enrollment and completion of high school equivalency programs, FAFSA completion, college admissions, scholarship searches, etc
  • Select, administer, interpret, and report results of assessment instruments for program and student evaluations.
  • Coordinate with other TRIO programs and public school personnel to ensure cost effective program implementation.
  • Work with the Grant Resource Specialist to ensure completion of participant and program files.

Education/Knowledge


Minimum Education Master's
Required Licenses/Certification
Required: Master’s degree in Counseling, Education, Social Work, Psychology, related field.
Required Skills
MINIMUM QUALIFICATIONS:
  • Ability to establish positive relationships with secondary and postsecondary educational personnel
  • Excellent interpersonal communication skills
  • Experience in maintaining confidentiality
  • Demonstrated ability to establish and maintain good rapport and working relationships with students, parents, faculty, administrators, staff, and the community
  • 2+ years’ experience working with high school students
  • Sensitive to the needs of disadvantaged participants and their families
  • Excellent demonstrable teamwork skills
  • Ability to maintain accurate student records and database information

  • PREFERRED QUALIFICATIONS:

  • Knowledge of the post-secondary admissions process
  • Experience and knowledge of high quality testing & assessment instruments and the ability to accurately identify academic need, assess student performance, and provide or coordinate appropriate and effective academic intervention services
  • Experience with federally funded education programs.
  • Experience supervising students on field trips, in large groups, and on weekend or summer excursions.
  • Experience working with low-income students and/or students from underrepresented backgrounds
  • Strong experience and knowledge of public secondary education systems in West Virginia
