Position Summary

The Center for Development and Disability (CDD), established in 1990, is New Mexico's University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families. 

The CDD Early Childhood Learning Network Division (ECLN) seeks a candidate with advanced leadership skills for the role of Education and Outreach Manager for the Home Visiting Training Program. The program supports statewide home visiting managers and staff who provide home-visiting services for families with young children, pre-natal to age five. 

The individual will work closely with funding agency leadership and related partners to coordinate efforts to support home visiting providers. develop and manage the Home Visiting Training contract, provide leadership, oversight and management of scope of work activities, monitor expenditures and develop comprehensive reports for funders. They will develop and implement a strategic plan for professional development, outreach activities and events. 

The individual will supervise, train, monitor, and evaluate the performance of Home Visiting Training and Development Consultants, mentoring and coaching them in organization, prioritization and scheduling work assignments to achieve maximum productivity. They will support consultants in strategic planning, continuous quality improvement, and their use of adult learning principles, evidence-based practices, and state and federal requirements as a guide for product development, training, and consultation. 

The individual will oversee the development and production of responsive training, education content, written material, resources, and products for distribution. They will have a solid foundation of adult learning principles, training methods, techniques, and formats. They will have knowledge of relationship-based work, reflective practice, strategic planning, and continuous quality improvement. 

This individual will work closely with the ECLN administrative team, providing fiscal oversight and direction on all event logistics including statewide and regional events, meetings, and conferences.  They will serve as a liaison representing ECLN, and work in collaboration with state-level partners, committees, and work groups. 

The individual will have excellent interpersonal and communication skills, and the ability to work credibly and effectively with state department leadership and a wide range of constituencies from diverse communities throughout New Mexico. The individual must be comfortable with ambiguity and have the ability to pivot when priorities shift. 

This position is based in the Albuquerque CDD Office and requires occasional statewide travel, a driver's license, and participation in reflective practice study.

Conditions of Employment
Minimum Qualifications

Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.

Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.

Preferred Qualifications

Experienced in

  • collaboration and working effectively with a wide range of constituencies including state partners and have the ability to work credibly and effectively with state department leadership;
  • strategic planning activities including the use of continuous quality improvement strategies.

Ability to

  • negotiate and manage contracts including oversight of daily operations of multiple program activities, budgeting and reporting;
  • manage and facilitate home visiting outreach activities including statewide and regional events, meetings, and conferences;
  • supervise and train consultants including organizing, prioritizing, and scheduling work assignments, evaluating performance, and mentoring and coaching consultants to achieve maximum productivity.

Knowledge and understanding of

  • adult learning principles, and a broad range of training methodology and formats;
  • reflective and relationship-based practices.
