Department Summary
The Center for Human Identification (CHI) is an accredited forensic laboratory on the campus of The University of North Texas Health Science Center at Fort Worth. With funding from the State of Texas and various Federal Government agencies, CHI supports forensic DNA testing, anthropological examinations, local CODIS operations, training, and various research and development initiatives. CHI also manages the Texas Missing Persons DNA Database.
Position Overview
The Director, Special Projects will be tasked with developing and managing projects utilizing multiple units and employees of the Center. Working with other members of the executive team, the Director, Special Projects will develop validation, training, forensic, criminal justice, stakeholder, and partnership project opportunities to advance CHI’s mission and encourage organizational growth. This will include the creation and implementation of long- and short-term plans to support projects across CHI’s areas of expertise.

Minimum Qualifications
Bachelor’s degree and ten (10) years related experience; or equivalent combination of education and experience.
Knowledge, Skills and Abilities
  • Experience planning and implementing strategic initiatives.
  • Highly-organized and detail-oriented, with the ability to oversee multiple initiatives at once.
  • Ability to successfully communicate and convey their vision, both orally and in writing, in a clear, concise, and effective manner.
  • Experience working with criminal justice and medicolegal agencies.
  • Ability to analyze project challenges and opportunities, and to present solutions considering cost, timelines, and impact.
  • Ability to work collaboratively with internal units and multiple stakeholders.
  • Ability to collect data, establish facts, and prepare reports.
  • Experience facilitating innovation and relationship building.
Preferred Qualifications
The ideal candidate will have proven experience in a management role, with knowledge of forensic science, criminal justice, training/educational, quality management, grant, and budget processes.
  • Thorough knowledge of principles, techniques, and procedures within a forensic laboratory.

Job Duties


o
Manage, develop, and implement projects related to quality incidents, corrective actions, LIMS implementation and integration, and statewide QI/CAR portal participation.
  • Develop and implement a quality incident/corrective action workflow in Qualtrax.
  • Improve and revise QA Policy 013 Corrective Action.
  • Develop and implement a plan for merging all prior quality incidents (analytical event log, quality event log, and contamination log) and corrective actions into the newly developed Qualtrax workflow.
  • Evaluate options for developing a public-facing repository for quality incidents/corrective actions.
  • Collaborate with TXDPS and TFSC on CHI participation in the statewide QI/CAR portal.
  • Coordinate with the Casework Lab Director and Quality Director to ensure the transition and integration of LIMS adheres to most current and relevant accreditation standards, including ISO/IEC 17025, ANAB 3125, and QAS standards.
  • Plan, oversee, and collaborate with external LIMS vendor to develop an interface between Qualtrax and Forensic Advantage that allows for case specific quality incidents and corrective actions to be imported from Qualtrax to FA for the creation of discovery packets.

Oversee planning, development, implementation, and evaluation of multiple project initiatives.
o
Develop reports to measure project success and fulfill agency requirements, including performance metrics.
  • Evaluate present and past CHI projects to determine continued relevancy and value to overall objectives. Identify policy and/or procedural gaps for executive management.
  • Manage process enhancements and varied special projects to execute solutions to attain key performance improvement or reduce risk.

Ensure project activity compliance with all applicable policies, procedures, and legal, quality management and accreditation requirements
o
Manage cross-functional teams comprised of members from CHI’s various units and areas of expertise.
  • Coordinate with fellow supervisors to ensure most efficient and effective use of personnel and resources.
o
Manage active project timelines to accomplish established objectives.
o
Represent CHI at stakeholder meetings.
o
Ensure all CHI and HSC program goals are met in an efficient and effective manner.
o
Communicate regularly with executive management regarding projects and initiatives.
o
